How do I move back photos from an external drive (but iPhoto library on Mac hd) to the Mac HD without reimporting all images again in iPhoto?

The following scenario:
Mac HD: iPhoto Libary
External HD: all photos which are shown in iPhoto
now I want to copy back the photos from the external HD to the mac hd and I want iPhoto to know the new location of all these photos (couple of 10 thounsands)
How do I do that without reimporting all images again into iPhoto

do you have a default "managed" library (the iPhoto preference to "copy imported items to the iPhoto library is in its checked state) or referenced library (you have unchecked that option)
What version of iPhoto?
Do you have Aperature 3.3?

However, after I moved an imovie/idvd project to it, and wanted to make changes, I could not move the project back into the Imac's drive. (It also would not burn from the external, giving me a multiplex error) When I tried to move the movie back into Imovie on the Imac it said Quicktime couldn't parse it. I saw various posts about parsing, but not about specifically about moving a project from an external drive. Can anyone offer any suggestions? It seems to me that I should be able to move a project back and forth without that much trouble.

Sounds like you have a DVD format (MPEG-2) and not an iMovie Project file.
The key phrases are "multiplex" and "parse". Both suggest MPEG-2 format when opened in QuickTime. It would also throw an error -2048 message if MPEG-2.
But another issue could be the file format of the external drive. Most ship pre-formatted for the Windows OS's but a Mac user should format using HFS+ (and others). If you didn't format the drive before moving the large iMovie Project onto it it may have become severely fragmented if the external used FAT 16 or FAT 32 (very common) formats. They have a 2 or 4 GB file size limit, respectively and would have made your Project unreadable when moved back and forth.
Use the Disk Utility app to find out the format of your external drive.

I seems to me in the past when I moved the photo from project 1 to project 2, I would get a number showing the # of photos being moved and you could drag and drop in the 2nd folder and the photos would disappear from project 1 and show up in project 2. is there a setting I am missing. Now when I drag and drop the photo no red # shows up and the photo stays in project 1 and also shows up in project 2 apparently creating a duplicate.

The projects are the basic containers. Each image and all its versions are in exactly one project.
You can use an image in many albums, without duplicating it, also in many products like books, screensaver, slideshows. But the projects are the basic structure of the library and you cannot have the same image in two different project, without duplicating it by storing the same original image files twice. Use albums to organize your library thematically.
Sorry, I misread your question. Dragging an image file between projects should move the image and all its versions to the other project. Aperture should only duplicate the image, if you hold down the alt/options key while dragging and move the image otherwise.
Which Aperture version are you using? And which MacOS X version? Is your profile signature "MacBook Pro with Retina display, Mac OS 9.2.x, Aperture 3.5.1" still valid?

When I click on PhotoStream in iPhoto, I have two "categories": My Photos, and Family and Friends Photos. Under My Photos I have the following albums: "My Photo Stream", "Miscellaneous", "Grandchildren", and "Family Photos". I am not sure this is going to work. For one thing, the preferences file is in a different place in Mountain Lion. It is at: ~/Library/Containers/com.apple.mail/Data/Library/Preferences/com.apple.mail.pli st. I wouldn't try to move the .plist file, I'd be very surprised if it would work.
I would do a different approach and start with just recreating the mail account(s) you have on the new machine from scratch and let them download your mail from the server. Then if there were e-mails not on the server any more, but stored in the black macbook, I'd copy them from the mailboxes folder, from the old machine to the new. I'm not sure where they are in 10.5.8, but in ML they are at ~/Library/Mail/V2/Mailboxes.
At each stage along the way I'd do a backup, so in case it screws things up, you can revert to a functional Mail.app.

Just to clarify a couple of points in your post.
RAM (memory) is different from hard drive space. You have 4GB of RAM, but that has no bearing on the amount of drive space you have, of which we know that 79GB are photos.
If those photos are in iPhoto, you should be able to move the entire iPhoto Library, from the Pictures folder, to your external hard drive. You can just drag and drop. Do not have iPhoto open while you're doing this. Once it's done, you can double-click on the moved iPhoto Library file to associate it with iPhoto, so that the app remembers where the library is for next time.
One more thing. When you move a file to a different location, and then delete the original, you don't have a backup. You still only have one copy. So if that external drive dies, you will lose all your photos. Time Machine is a very good way to prevent this from happening. You should dedicate a different drive for Time Machine backups.

Every working drive, Internal or External, should produce an Icon on your Desktop. If you cannot see those, click on the Desktop (to get Finder) and choose Preferences off the Finder Menu. The general pane has checkboxes for "Show these items on the Desktop:"
Double click the Icon for your External Drive to open it. Open the folders on it until you find the Items you want to copy. Drag them to the Icon of your Internal Drive, or open the folder where you want them to land and drop them in there.
A drive that does not appear on the desktop after you have asked it to may be damaged. But it would be smart to do a Restart to see if it is recognized again at next Startup.
