How do I move music from folders to iTunes?

I have music in a Music folder and a Download folder. I can't get Itunes to move it to the Itunes library. The music in the library is all "get info'd" as MPEG, and the music in the folders are all MP-3.
Do I have to convert the MP-3 music to MPEG or something for Itunes to recognize and load it into the Itunes library?

I have found the safest method is as follows...
1. Open iTunes, select from the Menu >File>Preferences,
2. In the Preferences window, select the Advanced tab,
3. In the Advanced tab, make sure the checkboxes for these two options are ticked,
    3.1 Keep iTunes Media folder organised,
    3.2 Copy files to iTunes Media folder when adding to library,
4. In the Advanced tab, check the location of your iTunes library (the default is most likely /user/Music/iTunes/iTunes Media, where user = your computer name, or if the library is on an external drive the drive volume name),
5. Select OK in Advanced Preferences,
6. Select from the Menu >File>Add To Library...
7. A dialogue box will open, asking you where iTunes should be directed - start by selecting your Music folder, then select OK,
8. iTunes should commence the process of copying all your music located in your Music folder/s into the iTunes Media folder identified in step 4 above,
9. If this works, repeat steps 6 & 7 but instead select your download folder.
10. Be certain that iTunes has successfully copied all your music files into iTunes Media folder before deleting your original music files.
11. iTunes can manage and play mp3 / mpeg3 music files, so it is not necessary to convert these.
12. If all this has worked, select from the Menu >File>Library>Get Album Artwork - this process usually grabs about 80-90% of the artwork, depending on how well named the files are - that is how well the metadata is organised - as shown in the dialogue box Get Info.

    You may be able to go back with Time Machine but this may involve restoring other items too (https://discussions.apple.com/message/20441404).  Alternatively:
    Back up your computer first, in case the unexpected happens.
    Quit iTunes.
    Get iTunes 10.7 from http://support.apple.com/kb/DL1576 or the direct download link at:  http://appldnld.apple.com/iTunes10/041-7195.20120912.d3uzQ/iTunes10.7.dmg
    Do a few preparatory steps by making sure all iTunes components are not running and cleaning old files.   See https://discussions.apple.com/message/20475394.  Do steps 3 and 4.  Steps 6-8 may be also useful but I don't know if they are essential.  Some of the other steps are not necessary, duplicate steps listed later in my post or are perhaps even unhelpful in the process.
    Replace the iTunes 11 application with iTunes 10.7.  Simply dragging the application to the trash may not work. Lion (OSX 10.7) and newer systems have iTunes integrated into the operating system and deleting is a bit more involved.  Two ways to do this are:
    1.  Use the shareware Pacifist utility (http://www.charlessoft.com/) to install iTunes 10.7 including all associated system files. Details at http://forums.macrumors.com/showpost.php?p=16400819&postcount=6
    2. Check this reference on how to delete the iTunes application itself:

        After deleting the application there may be other files that need downgrading too. See the note about error -42408 at the end of this post. You may want to tuck these away somewhere safe until you have completed the installation of iTunes 10.7.  I have not tested this but ideally if newer versions are not found then the installer will put in the old versions. This may include these files in /System/Library/PrivateFrameworks/ which apparently get updated by iTunes 11:
    AirTrafficHost.framework
    CoreFP.framework
    DeviceLink.framework
    iTunesAccess.framework
    MobileDevice.framework
    After doing one of the two procedures above you will have to rescue the most recent old iTunes library from your iTunes > Previous Libraries folder. Rename it "iTunes Library.itl"  and replace the existing one in the iTunes folder. A newer version of iTunes irreversibly updates your library file so you have to replace it with the old one or you will get an error message. Note, this will revert your library to the version at the time of the upgrade and you will have to update any changes made since.  See:

    I would also advise that you get yourself an external hard drive and back your stuff up, relying on an iPod as your sole backup is not a good idea and external drives are comparatively inexpensive these days, you can get loads of storage for a reasonable outlay.

    If you  have iTunes 11 turn on the Sidebar.  Go to iTunes>View and click on Show Sidebar. You can also do a Crtl+S to show the sidebar.
    To sync to your iPod go to iTunes>Help>iTunes Help>Syncing your iPod....>Sync You Device and follow the instructions.

    There's also a way to perform this without downloading anything. Open iTunes. Open your Preferences. Keep it open so iTunes detects no connection. Go to My Computer\Tools\Folder Options\View All Hidden Files. Then click "Ok". Double click on your iPod, and drag the Ipod_Music folder to your desktop. It'll copy. (If you are not in disk mode. If you don't know what diskmode is, don't worry about it.) Final step is to use the safely remove iPod option (the little green thing in your system tray) and then go to File\Add Folder\iPod_Music. Everything should now be in your iTunes, assuming you're using Windows, because you're in the Windows board.

    If you want to change your iCloud ID to another existing ID you'll have to delete the account, create a new account with the other ID, and migrate your data (including the calendar) to the new account.  To do this, first go to Settings>iCloud on your iPad and turn all data you are syncing with iCloud (contacts, calendars, etc.) to Off.  When prompted choose to keep the data on your iPad.  After everything is turned off, scroll to the bottom and tap Delete Account.  (Note, this will delete the account from your iPad but not from iCloud.  The account will remain in iCloud if anyone else chooses to remain signed into it an continue to use it.)  Next, set up the new iCloud account using your new ID, then turn syncing for your data (contacts, etc.) back to On.*  When prompted, choose Merge.  This will upload the data to your new account.
    * If you only want to upload the calendar, only turn Calendar to On; but I'm assuming you will be the owner and want this to be your iCloud account on your iPad with all your data, and then your can share the calendar with others and administrate it.
