In albmus you simply drag photos to the desired order - that is one (of many) reasons to have albums as your organization method

Photo Stream is a service that can be enabled on your iPad, iPhone and computer. This will not move your files from the iPad to the cloud, but it will make a copy of your last 1000 photographs or 30 days of photos in iCloud.
If your goal is to backup your photos so that you can delete them from your iPad to free up storage space, then I would recommend you import the photos to your computer.

I have synced photos from my computer onto the iPad. There placed in a different album. How can I move them into the camera roll?

You could do it by setting up a Shared Photo Stream. Select the photos in the Photo app then tap the Shared button selecting Photo Stream. Just don't enter any email address and it will appear on your other devices. Only photos can be added and not albums so you will have to re-organize then on the iPhone.
I would recommend getting the photos to the computer as well though. Create a photo library on the computer and sync then over to the iphone with iTunes. The photo library on the computer can be added to a more reliable backup.

If you disabled the Camera & Scanner Wizard from launching automatically when a digital camera is connected - when your iPhone includes photos that were captured by your iPhone or when photos are available in your iPhone's Camera Roll, the iPhone is also detected as a digital camera when connected to your computer - you can try this.

There's another app that can move photos between libraries (but not keywords or other metadata): SyncPhotos
Here's how it works:
1 - it compares the databases and/or album.xml files of Libraries A and B.
2 - the files in A that are not in B are imported into B by copying the original files from A into B's Import folder.
3 - it then does the same for B.
4 - metadata is not copied.
It can be used to just copy from A to B and not sync both ways if desired. It will work with 2 libraries that are different versions, i.e. between an iPhoto 08 and iPhoto 09 library.

I have created our family website and on it I have included about 15 photo albums from the past year. To clean things up a bit, I would like to create a couple of "archive" albums with my most favorite pictures from each of my 15 albums and then delete the 15 old albums.
Basically, I want to consolidate the 15 albums into 1 or 2 albums of "my favorites-archived" and then delete all the albums except for the two new ones.
Rather than go through the 30+ events from iPhoto and look through hundreds of pictures to find my favorites, I would like to move some of the pictures from the already created albums, to a new album. I am not able to drag a picture from the existing album and drop it into the new album, so I'm wondering if there is a trick to it.

There's this new concept of "copy and paste"....works like a charm duh.

Photos synced to iphone have never had a trash can. You delete them the same way you put them there - the sync process.
If you do not want something on the iphone, then go to the phtos tab, deselect it and sync.
Photo Album is not a duplicate. It is simply another place from which to access the same pics as you have in your synced albums. This is how iphone handles photos - always has.
All photos synced to iphone can be accessed from Photo Library. Those very same photos can alos be accessed from your individual photo albums.

I imported a few photos from my iphone 4 into my new ipad using Bump. The ipad put these photos into an album. I'd like to be able to organize some of these into different albums and also name the albums. Organizing photos takes place on your computer, not the iPad.

You can continue t do that using Image Capture instead of importing into Photos - or you can import into Photos and go to the last import, select all and export tot he location of your wishes

There are already things like "events." Photos auto-groups photos by date. If you zoom in or zoom out in the main Photos view you'll see it.

Thank you. It refused to import them when I had tried that so I ended up opening the files and was able to create a new folder and then drag and drop. are you using iPhoto or the finder? Never touch your photos using the finder if you use iPhoto!
In iPhoto folders can not hold photos - folders hold only other folders or albums - albums hold photos -- within an album you can manually arrange photos as you wish
