Welcome to the Support Communities!
Photo Stream is a service that can be enabled on your iPad, iPhone and computer.  This will not move your files from the iPad to the cloud, but it will make a copy of your last 1000 photographs or 30 days of photos in iCloud.
If your goal is to backup your photos so that you can delete them from your iPad to free up storage space, then I would recommend you import the photos to your computer.

    You can't put films in the cloud yourself, whether they will show in the cloud for redownloading depends upon what country that you are in, if the rights-holder allows redownloading, and if the film remains in your country's store. You can delete a film from your iPad via the Edit button at the top right of the film select ion screen in the Videos app or via Settings > General > Usage > Videos (that should also give you an Edit button top right of the screen or you can swipe/drag across a film form right-to-left) - but the film might not then show in the cloud for redownloading. If you haven't already done so you should connect the iPad to your computer's iTunes and do File > Devices > Transfer Purchases so that you can take your own backup copy of your downloads (apps, ibooks etc could also be removed from the store and not be redownloadable in the future).

    Hey linsfrombrandon,
    The closest you will get to have your photos live in iCloud and not taking as much storage space on your iPhone is by using iCloud Photo Library. What it does is makes your Photos live in iCloud but also appear on your iPhone and other iOS devices and computers. It will be the exact same so any changes will be reflected everywhere. When they are on your iPhone, there is an option to use a compressed version. Take a look at the FAQs page and let me know if you have any other questions before making this decision to turn this on. I would also make sure that you have a safe copy of your photos before moving forward.

    If you mean delete those from taking space in backup, you can turn off camera roll backup.

    If you're talking about photo stream photos, those don't take up any of your iCloud storage so deleting them won't save any space in your account.  You can delete them using your phone by opening your my photo stream album, tapping select, tapping the photos and tapping the trash icon.  Be sure to copy them out of the my photo stream folder on your computer before doing this or they will be deleted from your computer too.

    Another way. You can use a USB flash drive & the camera connection kit.
    Plug the USB flash drive into your computer & create a new folder titled DCIM. Then put your movie/photo files into the folder. The files must have a filename with exactly 8 characters long (no spaces) plus the file extension (i.e., my-movie.mov; DSCN0164.jpg).
    Now plug the flash drive into the iPad using the camera connection kit. Open the Photos app, the movie/photo files should appear & you can import. (You can not export using the camera connection kit.)

    There are two ways to store things in iCloud - iCloud Drive and iCloud Photo Library (Beta).
    You can store all kinds of documents on iCloud Drive by dragging the documents to the iCloud Drive icon in the Finder sidebar on your Mac, see:  iCloud Drive FAQ
    iCloud Drive will update the documents across all your devices, but i will keep shadow copies on the devices. You will not free space by moving documents to iCloud Drive.

    There's another app that can move photos between libraries (but not keywords or other metadata): SyncPhotos
    Here's how it works: 
    1 - it compares the databases and/or album.xml files of Libraries A and B. 
    2 - the files in A that are not in B are imported into B by copying the original files from A into B's Import folder.  
    3 - it then does the same for B. 
    4 - metadata is not copied. 
    It can be used to just copy from A to B and not sync both ways if desired. It will work with 2 libraries that are different versions, i.e. between an iPhoto 08 and iPhoto 09 library.

    If you've deleted them from your phone, they may have been removed from your back up, if you have them in photo stream, you should recover them as quickly as possible.
