How do I open apps?

I downloaded the iTunes app onto my Windows 8 laptop. I bought an app (spent $9.99) how do I get it to open on my laptop? Double clicking on it doesn't seem to help. I have searched my computer for it and I can't find it independantly of iTunes. I just want to open the app and be able to use it. How do I do it?

Then, because everyone is used to leaving apps open and walking away from the computer, I want to make the computer automatically logout after a period of inactivity. Unfortunately, since users leave apps open, I want the computer to automatically close any open apps at the time of the auto logout. The problem I'm trying to resolve is that the auto logoff gets inturrupted if a user leaves an app open. They are then asked if they want to save their work, then someone else comes along and starts using the computer. I just want the computer to logoff regardless of any open apps and I don't care if any data may be lost. Any ideas on how to do this automatically? Thanks...

Prior to iOS7 you simply double clicked the home button to show open Apps and you could then close them all down. That doesn't seem to happen with iOS7. Any idea how to close open Apps?

That's what I was trying, but I guess I was doing so to quickly. Once I slowed down they finally moved. Now ... if the former Apps wouldn't crash I'd be all set, ROFL. Going to be a learning curve for the developers as well I think.

Double click the Home button to show the screen with running and recently used apps. Each app icon will have a sample page above it. Flick up on the page (not the app icon) and the page will fly away and the app icon will disappear. This quits that app.

So is this the way Apple works now? Not solving customers problems? I'm sure so many users have had this problem. I've had, and I reinstalled Mavericks 3 times. Works fine for some days and then several Apple Apps stop working. Is that a way to force us ti update to Yosemite? (I don't want to) and then pay to update some third party programs (i.e. Pro Tools). Also, there are so many 15" MacBooks Pro with graphic problems and of course the guys at the Apple Service Centers always say: "It's the logic board, you can have it replaced, but it's so expensive I would recommend a new Mac". I really, really miss Steve Jobs!

I am trying to download a free app and it says I have to have an account, however, everytime I try to set up a new account I can fill only fill out some of the information but then the screen goes black and I cannot proceed with the account. I can think of no reason at all why you need a sim card to creat an Apple ID. Try this first - reboot the iPad and reset the memory.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
Afte the iPad starts up again, follow the directions in this support article - exactly - to creat the account without a credit card.

IF ... You are signed into another Apple ID on the iPad you will have to sign out of that ID in order to create a new one. Settings>Store - you can sign out there.
You MUST try to download a free app in order to start the process off correctly. If you were using an email address with another ID that you already created, you will have to have another email address to associate the new ID with.

If you already changed System Preferences > Security & Privacy > Allow apps downloaded from: to Anywhere then issue is not Gatekeeper which is the built-in service that prevents apps from unidentified developers from being executed. It's possible that you need to either reinstall the App or maybe is simply not compatible with Mavericks yet. In any event you should be able to at-least look for a crash log for more information.
