How do I 'purchase' an app without actually downloading it?

I have an MDM software preventing me from downloading apps to the device that aren't approved, but I have access to the App Store. How do I 'purchase' an app without actually downloading it to my device? I just want to save some apps to my iTunes account while the app/s have their deals so I can use them for my iPod later, which I won't have access to until November.

Can't do that. I don't have a personal computer and the computers in the libraries where I am don't allow software to be installed. Is it possible to do from apple.com? Or is it possible to 'purchase' it by clicking install, stopping the download, and erasing it from the device before it finishes installing? (Allowing it to finish installation would trigger my MDM As far as I am aware.)

You cannot use the Japanese iTunes Store unless are physically present there and have a Japanese payment method. This applies even for free apps; you cannot get them from the Japanese iTunes Store if you are in the US.
If you are in Japan, you can set up a new iTunes Store account just to get free apps. See:

Read the steps carefully as the order in which you follow them is critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.
If you have moved to Japan and wish to change the country of your account permanently, you can contact the iTunes Store and ask them to clear your remaining balance. You will need to be able to provide a Japanese payment method, though.

You can sync an iPhone to only one computer. If you connect it to a different computer (or you have never connected it to a computer) it will delete all iTunes content on the phone and replace it with the iTunes content on the current computer. As Avis says, you can transfer your purchases to the computer you are about to sync to, but only if that computer is authorized to the same account that the content was downloaded under.

Very very likely that tax is applicable and tax is more than $0.01. You need to add a payment method for the tax. If you add a credit card, the girft card balance will be used up first.

The security questions should be asked the first time that you make a purchase from a new computer or device, you can't bypass them. If you've forgotten their answers and you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

How can you delete an app without losing saved data/progress? Is there a way through iCloud? I have an 8gb 4th gen iPod touch. I have a lot of music, so with 8gb, space is limited. Some apps I have take up 20-30 MB. Some of these games I don't play that much, but I don't delete them because I have made a lot of progress (levels, scores, acheivements). It would be nice to delete some of these 30 MB apps that take up precious space, and them redownload them in the future when I have more space, but without having to start the whole game over.
Also, I read somewhere that there might be a way to do this with iCloud, but I don't really know how.

Then press and hold on one of the apps, they should start wiggling, and a red minus sign should appear in the corner of every app. Press the red minus sign and the app should disappear signifying that it has successfully been quit.
