If you mean to back them up, just connect the device to iTunes and sync.
If you mean to use, you can't, those apps will only run on a mobile device.

You need to copy everything from your old computer, or your backup copy of your old computer, to your new one.
The iphone is not a storage/backup device.
The music sync is one way - computer to iphone.
You can transfer itunes purchases. Without syncing: File>Transfer Purchases
