How do I reboot my locked up iPad3?
I had just turned off Use Cellular Data in the Settings app, when the System Settings app froze. The normal method (press & hold the power button) simply returns the iPad to the main screen and does not pull up the power-down slider window.
Now, I'm unable to power down my iPad 3 (AT&T Wifi) or use the Settings app at all.
I need the super secret hardware way to power down and/or reboot the iPad 3. Unfortunately, I don't know what that is.
I'm hoping that the answer is not waiting a week or two for the device to power down due to battery loss. In such a case, the kernel will be saved and the same problem will result.

Try closing the Settings 'app' completely : from the home screen (i.e. not with the Settings app 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the Settings app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
If that doesn't work then you could try a reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

I'm not sure exactly what you are seeing but .....
If you see a lock icon in the upper right corner of the screen - then the screen orientation is locked.
Try the side switch above the volume rocker first and see if that unlocks the screen. If that doesn't do it, double tap the home button and swipe to the right and look for the lock icon all the way to the left.
If the iPad is not responsive and you cannot slid to unlock the screen - try this.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. -

Simultaneously hold down the Home and On buttons until the iPad shuts down. Ignore the off slider if it appears. Once shut down is complete, if it doesn't restart on it own, turn the iPad back on using the On button. In some cases it also helps to double click the Home button and close all apps from the tray before doing the reset.

Without a working lock screen button, you'll probably have to wait for the battery to go dead. Once it doesn't wake up by pressing the home button you can plug it into a charger and it will eventually reboot.

However if you take three fingers together you can tap the screen back to its former size.

There are many possible causes for this issue. Take each of the following steps that you haven't already tried. Some may not apply to your model. Back up all data before making any changes.

6. Launch the application "Audio MIDI Setup" by entering the first few letters of its name in a Spotlight search and selecting it in the results (it should be at the top.) Select Built-in Output from the list on the left. If the Mute boxes are checked, uncheck them.
7. If a red light is visible in the audio-out port when sound should be playing, the internal switch is stuck in the position for digital output. You may be able to free it by inserting and removing a mini-stereo jack of the proper size. If not, the machine needs to be serviced. Inserting any kind of tool in the port may cause damage that won't be covered by the warranty.
If there's no red light, the switch may still be stuck in the headphone position. Try to free it the same way.
8. Disconnect all wired peripherals except keyboard and mouse, if applicable. If more than one display is connected, disconnect all extra ones. Restart and test.
9. If you have a MacBook Air, turn off Bluetooth and restart.
10. Start up in safe mode. Don't log in; just restart as usual when the login screen appears. When you do, make sure the words "Safe Boot" do not appear in the login screen. If they do, the system is still in safe mode and sound won't work.
11. Reset the NVRAM.
12. Reset the SMC.
13. Triple-click anywhere in the line below on this page to select it:
