    If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

    Do you mean the passcode for Settings > General > Restrictions so that you can turn in-app purchases back 'on', or something else ?
    If the Restrictions code then was it on the iPad when you last backed up ? If not then you can restore to that backup and it should be removed. If it was on the iPad when you last backed up then the only way to remove it is to reset the iPad back to factory defaults and you can then re-sync your content back to the iPad - you won't be able to restore to the backup as that will keep the code in place.

    How to reset your Apple ID security questions
    Go to appleid.apple.com and click on the blue button that says 'Manage Your Apple ID'.
    Log in with your Apple ID and password. If you have forgotten your Apple ID password, go to iforgot.apple.com first to reset your password with a password recovery email.
    Go to the Password & Security section on the left side. Then underneath the security questions click on the link that says 'Forgot your answers? Send reset security info email to [email]'.  This will generate an automated e-mail that will allow you to reset your security questions. 
    If that doesn't work, or  there is no rescue email link available, then:
    click on 'Temporary Support PIN' that is in the bottom left side, and generate a 4-digit PIN for the Apple Account Security Advisor you will be contacting later. 
    Next, go to getsupport.apple.com. If you see a message that says 'There are no products registered to this Apple ID, simply click on 'See all products and services'.
    Choose 'More Products & Services', then 'Apple ID'.
    A new page will open.  Choose 'Other Apple ID Topics', then 'Forgotten Apple ID Security Questions'.
    Click the blue 'Continue' button.
    Select the contact option that suits your needs best.

    Or you can email iTunes Support at iTunes Store Support.
    If all else fails:
      1. Go to: Apple Express Lane;
      2. Under Product Categories choose iTunes;
      3. Then choose iTunes Store;
      4. Then choose Account Management;
      5. Now choose iTunes Store Security and answer the bullet questions, then click
          Continue;
      6. Sign in with your Apple ID and press Continue;
      7. Under Contact Options fill out the information and advise iTunes that you would
          like your security/challenge questions reset;
      8. Click Send/Continue.
    You should get a response within 24 hours by email.

    Another user had success doing the following:
    I got some help from an apple assistant on the phone. It is kind of round about way to get in.
    Here is what he said to do and it is working for me...
      a. on the device that is asking you for the security questions go to "settings", > "store" >
          tap the Apple ID and choose view"Apple ID" and sign in.
      b. Tap on payment information and add a credit/debit card of your preference then select
          "done", in the upper right corner
      c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
          Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
          should be asked to verify your security code for the credit /debit card and NOT the
          security questions.
      d. At this time you can remove the card by going back in to edit the payment info and
          selecting "none" as the card type then saving the changes by selecting "done". You
          should now be able to use your iTunes store credit without answering the security
          questions.
    It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

    Start here (change country if necessary) and navigate to 'Password and Security', reset your security questions using the link provided, you will receive an email to your rescue address, use the link in the email and reset your security questions.
    If that doesn't help, you don't receive a reset email or you don't have a rescue address, you should contact AppleCare who will initially try to assist you with a reset email or if unsuccessful will pass you to the security team to reset your security questions for you.
    If you are in a region that doesn't have international telephone support try contacting Apple through iTunes Store Support.

    If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact iTunes Support / Apple in your country to get the questions reset.
