How do I recover serial number for tech comm 4?

Our department just lost two people; both with legal, active licenses for Tech Comm 4. IT is going to purge the systems for new users and I need to recover the software licenses before the systems are purged so that the software can be installed and activated for new users.
I understand that the software needs to be deactivated to facilitate the transfer. The issue is in finding the license info. I don't know if the software was ever registered, or how it would be registered with, or even who the software was purchased from. I work for a very large multinational with a centralized IT department who originally pushed the installs out to these two user's computers and they have been less than responsive in getting the license info to us; waiting around for them to reply is not an option since we need to install the software ASAP for new users.
Can anyone tell me how to recover these licenses?

Try the Adobe Licensing System first to see if you can see them there – if not, give Adobe Support a call to get you connected to someone in licensing.

If you have no record of it at your end, the only place you might find it is at Adobe's end via logging into your Adobe account and seeing if it is listed there. If you registered the software it should be.
Beyond that your only hope might be to have Adobe support check your information to see if the software/serial number is available and if it can be given to you. Try contacting them by chat or telephone.

Good question. Here is my take on this.
Adobe is not selling Premiere Elements 11 anymore. It is now selling its current version Premiere Elements 12. And, its free tryout download from Adobe is for Premiere Elements 12. And, no problem purchasing a serial number for version 12 from them.
There should be no problem in trying out the Premiere Elements 11 as per the installation disc that came with the Photoshop Elements 11 purchase. But, when it comes to purchase of Premiere Elements 11, the only scenario that I am seeing is
Find an authorized reseller who still has Premiere Elements 11 stock. Purchase that product. And, then you have 2 choices
a. insert the serial number that comes with the purchased Premiere Elements 11 into the tryout already installed on your computer
or
b. uninstall the tryout, install your purchased Premiere Elements 11 with the serial number that comes with it.
A typical place that might have a Premiere Elements 11 in stock is Amazon. Have you looked there?
You could contact Adobe for input on the matter, but I suspect that you will get steered to purchasing Photoshop Elements 12 and Premiere Elements 12.

I recently purchased an up to date iMac and PSE11 from the Apple iStore and I have tried to register the product with Adobe to get support. I need a serial number which Apple cannot give and Adobe refuse to give unless a scanned copy of a written receipt can be sent to them. Apple only issue email receipts which Adobe will not accept even though a forwarded copy of the email receipt will look no different to a scanned copy af a written version. Has anyone else experienced and resolved the same problem? If so, how?
Surely Apple must have a PSE11 cd to place PSE11 on their store pages and if so there would surely be a serial number on the box.

As Barney says, there are no serial numbers involved with App Store purchases. Further, note that putting software in the App Store involves more than just Apple uploading existing apps. Adobe had to create that app specifically for the App Store. If Adobe is requiring a serial number for support, either the person you talked to is confused or you're using the wrong support page. Or, I suppose, the support page could be broken. This is something you'll need to discuss with Adobe.

I have been through the retrieval process, lodged the eligibility requirements and have an Adobe identity.

Is the key you’re trying to use for the same version of PSE that you have installed on your laptop, i.e. 10, 11, 12?
Do you see anything on your Adobe account for registered software? Be aware that the page takes some seconds or 10s of seconds to populate with your products so will look empty for a while. This is the page I'm talking about:

How to deactivate the serial number for photoshop elements that is not installed or available?

I have a version of Photoshop elements that has been uninstalled and is no longer available to reinstall. When I uninstalled from an old computer, I failed to deactivate the serial number. How can I do that without reinstalling?

Wow, I tried the "chat" option and waited for 30 minutes....no one ever helped.....so I called a customer service number for the creative club option and they promised to put me though to someone who could deactivate my product.....waited another 30 minutes on hold. So then I called the sales department and wow, just as I thought......someone took my call right away. (Please note that the computer that the software I am trying to deactivate has been reformatted and I am unable to deactivate in that manner). I asked the poor sales rep, why on earth would I spend hundreds of dollars for new software when the only people who you can get to help you are the sales people. I think I will stick with free open source applications........this is so not worth it......

You have to contact Adobe support, they will check that why your serial number is not working.....
Licensing is a completely different thing , if your serial numebr is not working then you will not be able to install the software ....licensing process happens once the software is installed on your system hence get your serial number checked first and then install the software.
If serial number is not valid then you will get the red cross at the time of installation.

I was going through the same hassle with a Photoshop Elements 12 and Premiere combination box from Office Max. The receipt said that it was activated, but the numbers on the receipt and on the box were the wrong length. I finally found the 24-digit Redemption Code on a card mixed in with the other printed materials inside the box. I activated the Redemption Code through my online Adobe account and received the Serial numbers for both Photoshop and Premiere with no more problems.
