If it is new in he sense of being brand new, and you have any doubts, phone Apple, choose Technical Support and explain the position there. If there is any missing detail they will take it from you over the phone. Suport is free for the first 90 days.

If you have a pc, when you plug your iPad in you should see the windows pop up window offering to backup the photos. Do that and it will save all your photos and videos to your computer where you can then sync them back to your new one.
If the pop up doesn't come up, double click on my computer and navigate your way to the iPad. Double cick on it an d navigate to the DCIM folder. Drag your photos and videos to your pc, then sync them back onto your iPad. -

You can re-download your apps and ibooks purchases via your purchase history in iTunes on your computer (assuming that it's version 10.3+), and if you are in the USA then you can also re-download music I think - more info here http://support.apple.com/kb/HT2519
For music that you ripped from CDs or bought from a source other than iTunes then, assuming that you made/maintained one, you can copy them from your backup - and backups are relatively easy to maintain, so there is no reason not to have one (especially as content is occasionally removed from iTunes so isn't always available for re-download). Otherwise there may be third-party programs that can copy them off the iPad, but you can't do it via iTunes - this post from a year ago was about iPod/iPhone to computer utilities but some might work with the iPad : https://discussions.apple.com/message/11646661?messageID=11646661� .
If you've got content in other apps that you want to copy back to your computer then you might be able to do via the file sharing section at the bottom of the iPad's apps tab in iTunes, or they might have wifi transfer capability. -

Sync the old one, and get a full back up stored. Make sure you transfer your purchases to I tunes, and make sure you upload any photos taken on the pad, or imported thru the cck.
Then plug the new pad in, and set it up from the backup of the old one. In theory, all the stuff that was in the back up will migrate to the new pad. If apps, music or books get lost, you can redownload them for free, using the same appLe id.
If you are selling or gifting the old one, When you are done and happy with the new set up, go to setting, general, reset, reset all content and data. This will place the pad in factory new condition. Lastly, if it is a 3 g pad, especially if it a Verizon pad, make sure to cancel the plan -

I bought an IPad Air a week ago and asked the guy at the apple store to have all my information and documents transferred from the old iPad to the Air. However my iBooks and photos are empty. Please help. Is there something I can do or I just have to go back to the store?
Using the same Apple id and Password you should be able to download purchased apps without being charged again.
I download to an iPad/iPad2/iPhone3 & iPhone4 with no problem. -

Sky is right you can restore the old backup and it will not affect the old iPad
To make sure do this:
1. If you have the old one then just turn off wi-fi and the iPad (that's just for your peace of mind)
2. Put new iPad on airplane mode (just for no interruptions )
3. Connect it (while it's on, don't shut it down)
4. Follow prompts and when it asks if you want to setup as new or restore CHOOSE: RESTORE
5. It will make its magic (just wait for it to sync, restarts, and finishes) it might ask you to update software if it does just accept
6. You can rename your new iPad like that you can have a fresh back up
7. ENJOY your new iPad

1. Do the above steps 1, 2, 3.
2. On step 4 you can choose to set up as new
3. Then you can choose what to sync on it (click on iPad on the left panel then the tabs on top you choose what you want on it (you can also do that if you restore)
4. Follow steps 5, 6, 7.

I was able to transfer most everything from my old iPad to the new one except the books. It seems that I have two accounts to buy books and can only download from the newest one. Can they be merged, or can I somehow go back to the old one to get the rest? I think both accounts are still active.
No, all purchases made with an Apple ID remain with that Apple ID and cannot be accessed using the other Apple ID.
I know this is a pain but that's the way it is. As far as anyone knows individual accounts will always be "active", but they cannot be merged. -

Personally I'd take them off the old iPad by connecting it to a computer and put them on the new one via iTunes. -

I just purchased a new Ipad with 4G yesterday and I am trying to transfer my purchased apps from my old Ipad to the new one. We have one Apple ID and one Itunes account that we are using.
Connect the old iPad to your computer, launch iTunes and then sync the iPad. A backup will be created when you sync the iPad and your purchased apps should transfer into your iTunes library on the computer. Just to be safe - manually transfer the purchases as well.
After the sync completes - right click on the iPad name on the left side under "Devices" and select - Transfer Purchases. Let the process complete - and just because I am OCD - I would sync one last time. Eject the iPad and quit iTunes.
Then connect your new iPad to the computer and launch iTunes again. You will be given the opportunity to set up as new or to restore from the backup of the old iPad. Choose backup from the iPad - let the process complete - and then follow that with a sync with iTunes to put all of the content that was on the old iPad onto the new one. -

If it wasn't from the iTunes Store, use a third party Mac app.

I just bought a new ipad and shared my documents in Pages from the old ipad to my cloud, but the only documents showing on my new pad is the ones that was not in folders. Have I lost my documents for ever?
Thank you, but after an hour with apple support on the phone we came to the conclusion that the documents are lost... So the lesson is, don't trust icloud as a back up solution! A month worth of work down the drain...
