How do I remove photos from iPhone 5 without their also being deleted from other devices?

I have albums on my iPhone and would like to delete them but, if I do so, they will also delete from my iPad, due to syncing through iCloud.  It seems, even if I turn iCloud off, temporarily, they will delete from the iPad next time iCloud is turned on.
I suspect that, even if I shift the albums to a flash drive, the same thing will happen.

Think of Camera Roll as you would think of a digital camera, and My Photo Stream as a temporary cloud-based storage area for sharing.
So as roaminggnome says above, make a habit of transferring photos and videos from Camera Roll to your computer and then delete them from the device.  If you want to keep them on the device, still transfer and delete them but then make a designated folder on your computer for the things you want on your device and sync them back to your iPhone by telling iTunes to sync to this folder on your computer.

    If you mean delete those from taking space in backup, you can turn off camera roll backup.

    I'm assuming you mean photo stream, since photos are not stored in icloud except for backups IF photos are set to be included in backups - and you can't remove photos from a backup after the fact.
    Photo stream is a conduit for copying photos from one device to another - it is not designed to store photos long term (photo steam only keeps the photos for 30 days and only up to 1000 of them).
    When photos are downloaded to a computer (always sync photos from an iOS device to a computer for archiving one way or another, photo stream is one such way), you should always move photos from the photo stream folder/album to a permanent location.  Once moved, you can then delete them from the stream.

    You can delete photos that you have taken with the phone by highlighting them and tapping delete.
    If these are photos synced from a photo library (like iPhoto Library), those photos cannot be deleted from your photos app. Those must be removed by the photo library or "un"synced from your phone. I don't know why this decision was made by Apple, but that is something you have to do from the computer.

    You should be able to open you my photo stream folder in the thumbnail view, tap Edit, tap all the photos you want to delete, tap Delete.

    No. Albums you create on your phone merely contain pointers to the actual photos in your camera roll, not copies of the photos. If you just want the photos in albums, import the photos from your camera roll, delete them from your camera roll, then sync the albums back to your phone.

    What you did should remove the photos. I see no reason why it wouldn't work. You uncheck the sync photos heading and then click on Apply in the lower right corner of iTunes in order to erase the photos from the phone.
    Create an empty folder on your computer and call it iPhone photos or whatever you want to call it. Select that empty folder as the folder to sync photos from in iTunes. So click on the Sync Photos from heading again to select it, and them select that empty folder as the photos folder. Click on apply. That should delete the photos on your phone.
