How do I remove touch from my iTunes account...

and give it to someone else so they can set it up under their own iTunes account?
I understand I should "clear" it and take it back to "factory defaults", removing any Apps I've purchased and installed on it.
Are they linked to my iTunes account so I could then be able to re-install them on a newer 4th Gen iPod Touch?

I'm re-reading your message and not sure what you mean by wanting to re-install them to a newer ipod? They won't be able to purchase from your account after you restore as new your old ipod if that's what you're asking. But you could still sync "their" ipod with your iTunes library.
If you're asking about setting up a newer ipod for yourself, here's how you want to do that. Before you do that Restore on your old ipod follow these steps:
1)Connect your older ipod to itunes, right click on the device and Transfer Purchases to bring over any Apps & Music you purchased on your touch at the itunes store but isn't on your computer.
2)Also right click and choose to Backup your ipod.
In [iPhone and iPod touch: About backups|http://support.apple.com/kb/HT1766] > About Syncing and Backups >iTunes will back up the following information you will find the list of what's included in backups.
Please note backups do not include data like music from your CD's or Apps (although App data is backed up). In step #1 you transferred to your PC any Apps or Music purchased from the iTunes store. It's up to you to make sure you have any other music in your iTunes library.
3) Connect your new device. iTunes will give you the opportunity to restore from a backup. Select the backup you just made.
4)Finally, sync the device selecting the Music, Photos, etc that are in your iTunes library but were not part of the backup data.

    - If you previously turned on FIndMyiPod on the iPod in Settings>iCloud and wifi is on and connected go to iCloud: Find My iPhone, sign in and go to FIndMyiPhone. If the iPod has been restored it will never show up.
    - You can also wipe/erase the iPod and have the iPod play a sound via iCloud.
    - If not shown, then you will have to use the old fashioned way, like if you lost a wallet or purse.
    - Change the passwords for all accounts used on the iPod and report to police
    - There is no way to prevent someone from restoring the iPod (it erases it) using it unless you had iOS 7 on the device. With iOS 7, one has to enter the Apple ID and password to restore the device.

    Sign in to your Apple ID by choosing Store > Sign In from the iTunes menu.

    Click the Remove button next to the device name you would like to unassociate.
    Note: Removing a device from your Apple ID does not override the 90-day timer. You must wait 90 days from the day the device was first associated with your Apple ID before it can be associated with another Apple ID.

    Are you wanting to delete it all or just certain tracks and content?
    If it's the latter...
    How you delete content from your iPod depends on how it is set up to receive content from your iTunes library whether that be via automatic syncing or manual management.
    For automatic syncing, you must reconfigure your settings so that the album/tracks/content you wish to remove is no longer configured to sync to your iPod.  For example, if the Sync only checked songs and videos option is enabled from under the iPod's Summary tab, make sure all the tracks for this album do NOT have a tick mark next to them in your iPod.  Then resync your iPod with iTunes.
    If that isn't the case, you'll want to look at the iPod's Music configuration tab.  You can access this tab by selecting your iPod under Devices. This should bring you to theSummary tab over to the right.  Look for the Music tab along the top and select it.  Here you can configure how and what music syncs to your device.  If you make any changes to this tab, be sure to hit the Apply button in the lower right hand corner to sync the updated changes to your device.
    Otherwise, if you manually manage your iPod's contents, you must manually remove content from it.  You can do this by plugging your iPod in and clicking the small black triangle next to your iPod from under the Devices section in the left hand pane of iTunes.  This will open up a submenu of content that is indented underneath the name of your device, so go ahead and click on Music (or whatever content you are wanting to remove).  Locate the track or tracks/content you wish to delete. Highlight them and hit the Delete key or choose Edit -> Delete.
