How do I reset AppleTV using my iPad?

MMy AppleTV has the white blinking light so I have tried the reset several times without getting any response. I don't have a computer right now only my iPad. So is there a way to connect my AppleTV to my iPad and reset it?

It's not possible to set an actual Homepage on Safari on an iPad but there is a workaround.
On Safari open the site you want to use for your homepage.
Then tap the box with a right facing arrow just the left of the Safari tool bar.
From the drop down menu tap:  Add to Home Screen. Type in the name then tap Add.
Now instead of tapping Safari to open that page, just tap the new icon.
You can move app icons from one screen to another. Tap the icon until it jiggles then tap and drag the icon just to the edge of the screen. It may take a few tries to get the feel for it. Press the Home button once or twice to stop the jiggling.
You can also tap and drag your homepage icon to the Dock.

    Settings, general, erase all content and settings.
    if the person has iOS7 on that device and it's activation locked then you'll need the apple ID of the previous owner to fully wipe it. So if you can't wipe it you'll need that previous owner to give you their apple ID or to unlock it for you.
    If you can't contact them or if they can't unlock it, try to get your money back because without that info you can't fully erase that ipad, and it's unfortunately possible that the device they sold you wasn't theirs to sell.

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    AT&T and Apple is going to cause people to look elsewhere in order to obtain services to operate their products which might not affect Apple all that much but AT&T may suffer a little bit and apple needs to go ahead provide the means for various ways to connect their devices through AT&T rather than forcing their customers to be locked in to paying an extreme amount of money for service.

    IF you're using more than 2GB per month, you have the wrong device for online service.  It's unclear as to how you are using the iPad.  If you're at home most of the time, you should be using wifi instead.  Much cheaper for extensive data streaming.  If you're instead out and about, knock off the video/audio streaming.
    If you go into System Preferences/Usage/Cellular Usage, it will show you exactly where you are.  I strongly suggest you "zero" out the counter at the start of your monthly data plan and then monitor it from time to time.

    If you are using Find My iPhone, you can use Remote Wipe to restore your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode.

    The issue you're describing is a security feature called Activation Lock.  Without the Apple ID password of the account, you will not be able to erase and restore the devices.
