My new iPhone says "To help ensure the security of your Apple ID we require additional information." It then asks me for the answer to my security questions. Which I can not remember. I can log into iCloud and my apple ID, but can not change my security questions. A web search indicates that I should be able to send a security email to my rescue email account. Since this option does not appear on my accounts security question screen, it looks like I never setup a rescue email. How do I reset my security questions, or setup/change my rescue email account?

I have had an Apple ID account long time ago. For some reason, Apple is now trying to assure if you're the owner of the account by asking the answers for your security questions. I had answered those questions long time ago, and I really do not remember what I had exactly written. I want to know how to reset the questions. I can access my account with no problem; I just can't update my applications in my Mac because they are requiring the answers for these questions. Many assistants have tried to help me, but they hang up the calls. I have checked everywhere through my account, and there is no link that indicates to reset the security questions. I would appreciate someone that could help me with this issue. Thank you!
I have the same problem, they appear unable to reset them.Considering Apple rang me at home,so they have my number, contact me on my email and I have other Apple products it seems ludicrous that while I can reset my password and have done so already, they can't reset some obscure questions answered long ago and forgotten. No wonder Apple is losing market share. If it takes much longer I will sell the iPad and replace it with a Asus or Samsung tablet.

Don't you folks ever do a search of the forum. This question must be asked and answered 3 or 4 times an hour.
Call Apple Care for your country and the 1st tier agent should be able to assist you or transfer your call to the Account Security team. -

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 on the page that you posted from should let you reset them : go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account, then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support or Apple to get the questions reset.
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57

How can I change my apple id security question answers?
Currently there is no way to reset your security questions. I have contacted Apple support via phone and email and got the same response about this problem. I was told that they are working on updating security options for the accounts, but there is "no estimated time frame" for when it will be available as of now. The specific person I talked to said they were forwarding the issue to their 'Senior Support Team'.

If your device is signed into an old ID of yours that is an earlier version of the ID you want to sign in with, do the following:
If you are using iMessage and FaceTime, make sure you are signed into these services with your current ID. If they are signed into the old ID, go to Settings>Messages>Send & Receive and Settings>FaceTime, tap the ID, sign out, then sign back in with your current ID.
Then temporarily recreate the old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. (You should not have to verify the old email account so it doesn’t matter if you no longer have access to it.) Now go to Settings>iCloud, turn off Find My iDevice and enter your current password when prompted (even though it prompts you for the password for your old ID). Then save any photo stream photos that you wish to keep to your camera roll (unless you are using iCloud Photo Library). When finished go to Settings>iCloud, tap Sign Out (or Delete Account if you are not running iOS 8) and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address back to the way it was. Now you can go to Settings>iCloud and sign back in with your current iCloud ID and password (your data will download back to your device). -

It's not due to lack of reading the screen. I'm getting the same thing on one of my apple id accounts. I logged in using two other accounts I have and each had a slightly different behavior. One had the "reset password by email" button above the security questions that I could modify just fine.
However, my primary account which is used for accessing other services with Apple will not allow me to see the "reset password by email" or allow me to edit my security questions. It gives me a combination of two questions out of three possible. Unless I get the answer right, it will not let me reset the password or change my security questions.
I've scanned the web pages in painful detail and am not missing any instructions or other links that might help get around this "chicken and the egg" problem.
The primary difference between the problematic Apple ID and the others I've used is that it was associated with a Family Pack mobile me/.mac account. It was the primary account. Wonder if there is some special code to protect the primary account id so that the other five Mobile Me/.Mac accounts won't get compromised. Just grasping at straws ...
