Did you enable PhotoStream before iPad was wipe?
I think this would be a great idea to safe guard your photos in the future -
upgraded to ios 5, now my voice mail is asking for a password or code to unlock to get voice mail. Didn't have a passcode before upgrade, so how do I reset the passcode?
So now I went back to the screen that orginally asked me for my Apple ID and passort, and instead of entering my Apple ID i entered the email address associated with it and the new password. It now tells me "You can't sign in because your account was disabled for security reasons. To enable your account, reset your passwort at iforgot.apple.com"
I have now changed my password twice and it still doesn't work.
Until I get this resolved my tablet is useless. -

If you can't remember your passcode, you'll have to restore it to remove the passcode, as explained here: http://support.apple.com/kb/HT1212.
If you're running iOS 7 with Fid My iPod enabled, in order to restore it you'll have to force it into recovery mode as explained here: http://support.apple.com/kb/ht1808, or erased it using Find My iPhone on icloud.com if your home button isn't working (see http://help.apple.com/icloud/#/mmfc0ef36f). -

I set up a passcode that will not unlock the screen. How do I reset the passCode?
If the passcode will not unlock the screen you are entering the wrong passcode. To change or remove the passcode you can use the settings app.
Settings > General > Passcode Lock
The caveat here is that to make changes to the passcode lock you need to enter the correct passcode lock.
If you do not know your passcode you'll have to restore your iPad by connecting it to iTunes on your computer. -

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

Go to Settings > General > Passcode Lock, it will ask for your current Passcode. Then you will see an option to change the Passcode. If you forgot your Passcode, the only option would be to restore your iPhone and then put the back up back on. When you restore, as long as the backup is not encrypted, it will not load the passcode back.

Assuming that you don't have a computer ...
The only alternative is to remote wipe the iPad using Find My iPhone. If you were not using iCloud, then you have to take it to anywhere where you can use a computer that is running iTunes.
If you don't have access to a computer
If you are using Find My iPhone, you can use Remote Wipe to restore your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode. -

Contact Apple through iTunes Store Support, and explain that you have forgotten your 3 security questions, that you can reset your password, but doing so doesn't reset your security questions.
