Well earlier this week, my iPhone 5c was stolen. but I got it back from the school's office. I had a passcode sent on it before so i simply entered that passcode into the phone but it wouldn't let me in at all. Now i guess you can say that the person who took my phone bypassed the passcode and changed it. I was wondering how do you reset the phone without a power cord or iTunes?

Well, it appears that your backup is corrupt, thus causing your issue. So, you'll have to restore as a new device, & not from backup. Follow this by syncing your content back to your phone:

Thanks for your prompt response, however I have first seen it now. I have placed an active SIM card in the iPhone turned it off and on. It now says SIM locked, please write access code. The problem is I don't remember the password. When I connect it to iTunes it tell me that I have to write the password before it can be used with iTunes...... Do you have any good ideas? Turn your device off and connect your cable to the computer, but not the device just yet. Start up iTunes. Now, hold down the home button on your device and plug it in to the cable - don't let go of the button until iTunes tells you it's detected a device in recovery mode. Now you can restore to factory settings.

you will want to go to settings>general>reset>erase all content and settings. this will take you to setup assistant again to choose icloud backup.
*MAKE SURE YOU ACTUALLY HAVE A BACKUP
*MAKE SURE YOU CAN CONNECT TO WIFI

After you do the steps Janessa provided you, when the setup screen comes up after you restore the device, you will have to choose "Restore this Device from iCloud", and that will allow you to get all the information you have backed up on iCloud, and like Janessa said make 100% sure you 1, have a backup in iCloud, and 2, The backup in iCloud is somewhat up to date -

Without the Apple ID and password the phone was originally activated with, you will not be able to activate the phone. No one here can help you, and neither can Apple. So, unless you or your friend can remember that ID, you will never be able to activate the phone.

I purchased a phone from someone I do not know very well because mine suffered water damage and I do not want to use my Verion upgrade until the iPhone 6 is released.
He reset the phone but of course did not disable Find My iPhone. The guy is nice enough and tried to give me his log in information but could not remember it. He also used vague answers for his security questions, so I have not been able to unlock his account. I have tried to get him to call Apple himself, but he has since stopped dealing with me (I've probably driven him crazy, but he doesn't understand that what he would need to do is explain his situation and it would be relatively simple to convince Apple to reset his information).
My question is this... If I wrote somthing out for him to sign stating that he sold the phone to me and cannot login to disable the application, will an Apple agent be able to reset it for me? Is there any way around this?You can't. Get your money back. It's useless to you. Nothing he could "sign" would do you any good. The only way Apple will intervene is if you have the original proof of purchase from an authorized source. If he won't or can't take care of the problem and won't give you a refund, turn the phone over to the police and give them all the information you can on the seller. It's likely it's stolen if he can't remove the lock.

Unfortunately, you don't. You would have to put it into recovery mode to restore it and you can't do that without a working power button.

How can i get my phone unlocked if i dont know my password
If you forgot (or don't know) your passcode, restore the device from backup on the last computer it was synced with when the passcode was turned on... this will remove the passcode. If you do not have access to the last computer it was synced with, or you don't have a backup, you will have to force it into recovery mode & restore as a new device.
