Something has gone wrong. On an iPhone 4, the erase all data & settings, should happen almost instantaneously as all that's really deleted is the hardware encryption key.
Turn the phone off using the Sleep/Wake button, then the slide to power off. If you are unable to do that, press and hold the Sleep/Wake and Home buttons at the same time. When your phone turns off, release the Sleep/Wake and Home buttons. Then, leave the USB cable connected to your computer, but NOT your phone, iTunes running, press & hold the home button while connecting the USB cable to your dock connector, continue holding the home button until you see “Connect to iTunes” on the screen. You may now release the home button. iTunes should now display that it has detected your phone in recovery mode, if not quit and reopen iTunes. If you still don’t see the recovery message repeat these steps again. iTunes will give you the option to restore from a backup or set up as new. In your case, select "new".

You can restore from backup since the screen-lock passcode is not restored.

You can't delete it. If you really don't want to see it, stick it in a folder and then stick the folder on a distant home screen.
But you might find it easier to just set the clock (date and time) on your iPhone.

It's unfortunate that your device has been stolen. You can report this to the police, but as has been answered before, if the device is restored you CANNOT locate it.
It probably is technically possible to track your device by the SIM; law enforcement will not waste their time doing so. Besides, the thieves have probably changed it anyway.
While unfortunate your iPad is gone, you really need to move on.

Thanks for your prompt response, however I have first seen it now. I have placed an active SIM card in the iPhone turned it off and on. It now says SIM locked, please write access code. The problem is I don't remember the password. When I connect it to iTunes it tell me that I have to write the password before it can be used with iTunes...... Do you have any good ideas? Is it not possible to have a reminder sent to the account holder (ie:me) to reset, like when a passord for anything thing else is forgotton? Just dread wiping the whole thing and re-setting up......
Also, do you know if it controls web access? I seem to remember and itunes content and volume control on the last parental control I used on an iphone, but that was atleast a year ago on a 3GS.
