I have been doing a lot of searching, and not sure how to restore items....data to my MBP which had to have the internal HD wiped. I do have backups to 2 ehd

Re-enabling document and data syncing should allow iCloud to put the documents back onto your iPad. Check settings > pages > iCloud (or appropriate app) to ensure that iCloud is enabled in the individual app settings.

    The "Apple data" such as contacts, calendars, notes, etc. are not backed up to an iCloud backup, since they reside in the special databases on iCloud.  If you delete some data from a device (e.g. one contact), it is deleted from that device, from iCloud's database and thus from all other devices connected to that iCloud account.
    Hence performing a restore from an iCloud backup will not help.
    However, if that data was ever on a computer (assuming the computer also synced data from iCloud) and if you consistently perform backups using something like Time Machine on a mac or any number of backup programs on Windows, then you should be able to restore the data from that backup.  For example, on a mac, invoke the contacts app then choose Enter Time Machine from the Time Machine icon on the main toolbar.  That will allow you to go back in time and choose an older backup to restore.
    If you have an iTunes backup on the computer, I'm not really sure that also includes the Apple data stored on iCloud.  It should have the local data.  For example, Contacts can be under "iCloud" or "On My Mac" (or whatever computer you use).  An iTunes restore should restore the data on your computer.
    The whole idea regarding an iCloud backup is that if your device ever fails and must be replaced or reset, the backup will restore all the data as it was at the time of the last backup.   The restore will return all the device's settings such as iCloud login, on/off states of data to connect to (like contacts).  Once that's done, the device will connect to iCloud and download the current data.
    IMPORTANT...
    Photos should be regularly synced to a computer (like you store photos from a digital camera) using either USB via iTunes (on a mac use iPhoto or Aperture to move them to an album) or using photo stream.  If you have been doing that, then you can sync those photos back to your device.
    If you haven't been saving photos except relying on iCloud to store them in a backup, then that is risky, as many users have discovered.  I'm afraid I have no advice in this case - there is no "cure".

    iwork on iOS uses different file extensions and formats (*.tef )  then iwork for Mac (*.number,*.key*.page) . It needs to be converted all the times so that the different apps can deal with the content of the documents.

    To use iCloud Drive and to work with documents, you will need the corresponding Pages, Keynote and Numbers iOS apps or third party iOS apps that support iCloud Drive to interact with those documents. To access the content, you would need to open one of those apps to see all the documents that are available to you for that specific app. Take a look at the article below for more information.

    When setting it up you will be given the option to Restore from iCloud Backup (see image below).  Select this, be sure you're connected to wifi and your external charger as restoring from an iCloud backup can sometimes take quite a while to complete.

    I believe in Notes it has an indication what will be shown, in the upper left corner of the app see if there is a spot where you can indicate on Mac, iCloud, etc...I apologize, I'm not on my Mac at the moment and I'm writing from memory. Most of the iCloud based apps (Calendar, Contacts, etc...) have this setting in the upper left of the app.

    Ok, while I was waiting for an answer, I figured it out (at least one way to do it) myself. Here's what I did. I opened the documents in pages on my iphone (were already there from syncing with itunes on my PC). then hit the tools icon and selected share and print. Then I selected iwork.com. I did not have an iWork.com account, so set that account up via the prompts. I then got sent an email to verify my iWork acct-and it was set up. Then I sent the document to myself via iWork. I then logged on to iWork on my ipad, and the documents were there. I then selected download, after the document downloaded to my ipad, a  tiny icon appeared in the top right hand side of my computer that  said "open in pages", I selected that, then the document appeared in pages on my ipad- Finally!!!!!  So, from what I can tell, for whatever reason the Pages app does not automatically sync in the icloud like it says it should- but you can access the documents if you use iwork to send the back and forth to yourself. Don't know if there is an easier way I don't know about, I'm not that ipad savvy since I just got one 3 days ago-any other ideas on how to do this quicker would also be welcome. What  a pain!

    You would need to use an app to do so, such as one of the ones mentioned here: http://meetingpool.net/blog/2013/06/17/six-apps-to-view-and-edit-office-document s-on-iphone-and-ipad/, but I'm not sure which, if any, can access documents stored in iCloud.
    I personally just use a free Dropbox account to access Office documents.  You can upload them to your Dropbox account, then view them from within the free Dropbox app on your iPad.
