You need to go into Settings > General > Reset > Erase all Content and Settings.
Once done you will be back as though it is a new iPhone and you can setup from the iCloud backup.

    If you restore to an older backup, you will get the content that is in the backup. Everything on the iPhone will be erased and you will be brought back to the time that backup was made.     Apple states that it maintains up to 3 iCloud backups.  To restore to an iCloud backup you have to erase your iPod, then go back through the initial setup screens.  If you have any newer data on your iPod now that is not in the backup that you want to save you'll need to do that first.  Then go to Settings>General>Reset and tap Erase All Content and Settings.  You will then go through the setup screens and when given the option, choose Restore from iCloud Backup (see image below).  You will then be given an option of which backup to restore to.  Be sure you are connected to wifi and your charger as this will take some time to finish.

    First, prior to connecting your phone, open iTunes on your computer and disable automatic syncing (iTunes>Preferences, on the Devices tab check "Prevent...from syncing automatically").  Now connect your phone, when it appears in iTunes on the left sidebar right-click on its name and choose Restore from Backup.  When done, you can go back and re-enable automatic syncing if you prefer this.

    Hello, I recently updated my ios to 6.1.1 (iPhone 4s Vodafone uk), had a lot of trouble last night as my phone wouldn't install the ios and wouldn't restore to the last backup. Spoke to AppleCare and they helped me out, but my phone still wasn't restoring on my windows computer (I normally sync using windows). So I then connected my phone to my MacBook as a last resort and the update and restore worked fine. Only problem is that the last time I backup my phone on my MacBook was around November 2011, so I have lost a fair bit of data. I have now connected my phone to my windows computer, and now I'm a bit worried to whether I should restore my backup & iCloud backup on the windows computer onto my phone, my last backup on my windows computer was done last night (12/2/2013). Will all my data be restored back to last night and will the ios 6.1.1 still remain?

    To make this short, my phone is having a few problems. They have been happening ever since my last sync. Is it possible to restore from the last backup, or do I need to do a complete restore?     When restoring an iPhone with iTunes, there are 2 options. From your iPhone's backup, which is the default selection, or as a new iPhone or not from your iPhone's backup.
    Your iPhone's backup includes data such as most iPhone settings, email account settings, contact info, SMS messages, notes, recent calls, call favorites, photos in your iPhone's camera roll, and 3rd party app settings and data created and stored by a 3rd party app. All other data transferred to your iPhone from your computer via the iTunes sync process should remain on your computer.
    Photos in your iPhone's camera roll should be imported by your computer as with any other digital camera.
    Contact info and calendar events is designed to be synced with a supported application on your computer. Not a good idea to depend on your iPhone's backup alone for this data and the same for photos in your iPhone's camera roll since your iPhone's backup includes other data.
    When restoring, your iPhone will be erased and the firmware will be reinstalled. After the firmware is installed, you will be prompted to restore from your iPhone's backup, which is the default selection. This must be followed by a sync with iTunes to transfer your selected iTunes content including 3rd party apps, and any photos from your computer.
    If there is a problem with your iPhone's backup or with the data included with the backup, restoring your iPhone from the backup will also restore the problem.
