How do I retrieve music I already downloaded

I plugged my phone into my computer to upload download some music from my phone to my computer and iTunes said I had an upgrade for my phone so while it was doing its thing for some reason it told me it couldn't complete the upgrade and that I had to restore my phone to the manufactuer settings which deleted everything! I did do a backup of my phone onto my computer but that wouldn't upload either! I would really like to get my music that I had recently downloaded back and my contacts!!!

Movies currently available in the USA only. Downloading previously purchased movies and TV shows requires iTunes 10.6 or later. Discontinued items not available. For items not included in the iCloud list (e.g., ringtones), or locations or computer systems where iCloud is not (yet?) available, you only get one download per fee paid. Apple notes it is your responsibility to back up your purchases.
Select the store on the left side of iTunes.
Click on Purchased on the right side under Quick Links.
You can re-download your available previous purchases.

The computer not working in no way means the drive is inaccessible.
Place the drive in an external enclosure.
Use the backup of the computer to restore the data to the new computer.

How can I transfer music I have downloaded myself from my iPad to my iTunes library on my laptop. I cannot access my library and had to start anew one which does not contain non purchased music

I was locked out of my user account on my laptop due to a registry problem. I had another administrator account on the laptop so I am using that now. I could get to the files in the old account and copied them over...... All except the iTunes library. I have a new iTunes library in the new user account but it only contains my purchases, none of the music I downloaded from my own CD,s. Also all my playlists have disappeared. Fortunately, I still have all my library on my iPad and old iPod, but I can't find out how to transfer the music from them to the laptop. I can't back them up onto my laptop either, otherwise everything would be erased from them. I don't know what else has not been transferred over. I think all my apps are there, but none of the audiobooks.

I re downloaded itunes because my computer (windows 7) had something wrong with it. I logged into my account and requested itunes to find the music i have already bought. It did not work. I even plugged in my iPod Tough 4th Generation to see if it would wake it up. It did not. I have bought music on this album from all the way back to 2009 and i remember how much of a pain it was to download the albums in the past and therefore i do not want to spend any more of my money paying for these albums again. You can even look on my account and see I've bought these albums as I can check for myself on the itunes account. Please help me retrieve my music as i love listening to it. So therefore, My question is how do I get these music back?

Both previous comments are correct, but note that:
retrieval of past Store purchases is not available in all countries / localized Stores
even then, retrieval is possible only if the items are still available for purchase
also, retrieval is possible only if you are using the same Apple ID used for the original purchase
In general, you should not rely on this method - as the first response says, you need to maintain a backup.

Thanks, This caused me to go back and try again since the solution seemed so simple. What I did was when it started downloading, it started with the iphones apps to my computer. I did not want the apps downloaded on my computer so I stopped it. If I would have waited, the music was uploaded right after the apps were downloaded.

If all of these tracks were purchased from iTunes, you can transfer them to your new iTunes library by plugging in your iPod and choosing File -> Transfer Purchases from iTunes.
