How do I retrieve my photos after updating my iPad to iOS 8.1?

I updated my iphone to 8.1 this morning and enabled the icloud photos option. All seemed to work fine. After updating my iPad though, I couldn't find all the photos that were previously on it (and not on my phone). Even after enabling the icloud option it shows only the photos on my phone. Tried icloud but still no luck. Are my photos really lost?

It might still be restoring your backup. You can tell be going to Settings>iCloud>Storage & Backup and checking the bottom of the screen.

How do i retrieve my photos after downloading iCloud to my new phone?
I recently bought a new iPhone 5 and backed up it up to my iCloud. All my apps are there and texts, but my photos seem to be missing. My photo stream is fine, but my camera roll isn't. it has all of these white boxes where my pictures SHOULD be and when i click on them, they just "loading." I have very important pictures on there and help would be very appreciated!!!

Update:
I have since gotten rid of the Asus Motherboard and the OCZ Memory. I swapped them out for a Biostar motherboard with an Ati chipset and PNY DDR3 1333Mhz memroy.
I was quite confident that the motherboard was causing all of my problems, mainly due to the fact that i have another computer in my house that is running a quad-core intel core 2 duo with an intel chipset and I don't have this problem at all on my other system.
After I did the swap I made sure to install all of the latest drivers and after everything was complete I logged on to facebook and i was able to play Fishville with no problems. BUT, as soon as I loaded Cafe' World my computer instantly shut off.
I have been monitoring my temperature with the pc probe that came with my motherboard and my core temps NEVER go above 48 degrees Celcius.
I know for a fact that this isn't a heating issue. Something is not right and I wish someone here at adobe could try to point me in the right direction, take the time to look at what all I have tried and give me a creative point of view on this.
The only thing that is not new in this machine is the hard drive.. and I know that isn't the problem because I tried a new hard drive already and it didn't fix it. So I took it back, as I didn't need it. There has to be a compatability issue with adobe flash player and some component in my system somewhere.. Its making me crazy.
I have never come accross a problem on a computer that I couldn't fix and this is the first time I have ever had to ask for help and I don't feel like I am getting any help whatsoever from Adobe.
At least Microsoft stayed on the phone with me for 2+ hours and TRIED to help me resolve this issue... to no avail. -

After updating my ipad to ios 7.0.4, I discovered that the wonderful 3d page presentation had been changed to an essentially flat two columns of text. The reason that I choose to purchase the device was solely based on this feature. The sense of reading a physical book was overwealmingly wonderful. When I complained about this to Apple support, I was informed that ibooks was essentially an independent developer over which Apple exercised no control. I asked how I could directly register my complaint with ibooks and was told that the only recourse to communicate with the ibooks developers was through an Apple Forum which they "occasionally do read". So how about it ibooks - what say ye?

I would be helpful to know what those "basic steps" you have already tried are, but lacking that information:
Settings app > iTunes & App Stores - sign out of your AppleID
Try a reset: Simultaneously hold down the Home and On buttons until the device shuts down. Ignore the off slider if it appears. Once shut down is complete, if it doesn't restart on it own, turn the device back on using the On button. In some cases it also helps to double click the Home button and close all apps BEFORE doing the reset.
