How do I retrieve my photos on icloud?

I backed up my pictures to icloud, and in order to update my phone to iOS 7.1 I had to delete some data from my phone, which included pictures. How do I access those pictures that were sent to icloud?

To restore an iCloud backup you have to completely erase your phone, so yes, you would lose everything done since the backup was made. If you want to avoid this, back up to your computer before restoring your iCloud backup, then restore the iCloud backup, save the recovered photos and go back and restore the backup you made on your computer again.
To back up to your computer, connect your phone to your computer, open iTunes, then go to File>Devices>Transfer Purchases. Then go to File>Devices>Back Up.
Then eject your phone from iTuens, disconnect it from your computer and restore the iCloud backup following the instructions in the linked article. Then save the recovered photos to your computer as explained here: http://support.apple.com/kb/HT4083.
Then connect your phone to your computer again, open iTunes and go to File>Devices>Restore from Backup and restore the backup you made earlier to get your phone back to the way it is now. When done, you can sync the photos you recovered to your phone by putting them in a folder and syncing them to your phone by selecting the folder on the Photos tab of your iTunes sync settings and syncing.

If you backed up your other phone to iCloud, you can restore the new one to the backup, which should recover your photos as well as other data and settings. You are given the option to restore to your iCloud backup when you first set up a new phone (see image below). If you already set up your new phone, you'll have to erase it, then go back through the setup again to access this option.
To do this, tap Settings>General>Reset>Erase All Content and Settings. Then follow the on-screen setup again, choose Restore from iCloud Backup when given the option, then select the backup from your old phone to restore from. Be sure your phone is connected to wifi and your charger as restoring an iCloud backup can take a while to finish.

Your only choice is to perform a restore from an icloud backup. However...
Many users have lost photos while preforming a restore from backup or upgrading the iOS. Recall, only photos in the camera roll are backed up to iCloud. There is a way to turn backups for camera roll on/off, perhaps these users had camera roll turned off.

IMPORTANT...
Photos should be regularly synced to a computer (like you store photos from a digital camera) using either USB via iTunes (on a mac use iPhoto or Aperture to move them to an album) or using photo stream - and then moved into permanent albums for storage. If using Photo stream, but sure to move the received photos to a permanent album. If you have been doing that, then you can sync those photos back to your device.
If you haven't been saving photos except relying on iCloud to store them in a backup, then that is risky, as many users have discovered. I'm afraid I have no advice in this case - there is no "cure".

My phone was stolen, how do I retrieve my pictures from iCloud?

I just finished a 3 week trip in Europe and on the very last day my phone (a 4S) was stolen. It contained all my photos from the trip. It's very unlikely that I will get the phone back, so I am hoping that there's a way to retrieve my photos. The phone was backing up to iCloud (I think), so theoretically everything would be on there.
How can I retrieve my photos? Is there a way to do it from my Macbook? Do I need to wait until I buy a new phone and somehow sync them onto there? Or are they gone forever?
Any help would be very appreciated, I had some extremely important photos on there of my late sister that I don't have anywhere else.

Make sure you are logged into iCloud on your Mac and Photo Stream is on:
System Preferences > iCloud
Open iPhoto > Preferences > Photo Stream > Enable My Photo Stream (and Shared Photo STream too if you want)
Now in the Side Bar There will be a Web section with Photo Stream in it.
Photo Steam only holds photos on the server for 30 days so you will only be able to retieve the last moinths worth of photos. Hopefully you have transfered the rest to your computer.

Navigate to Settings > General > Software Update and install any updates available.
Navigate to Settings > General > Reset > Erase all contents and settings on the device you want to restore.
When this completes and the Set-Up Assistant starts, choose "Restore from iCloud Backup" and enter your iCloud account and password. You will see the three most recent backups for each of the devices on which you enabled Backup. Choose which backup to restore from.

You can log into your iCloud account on another computer or device and enable photo stream to see your photos. You should do this as soon as possible because photo stream in the cloud only keeps photos for 30 days and each day you delay, you will lose another days photos.
Photos in the camera roll...
If you kept a back up of your device you can use it to restore to a replacement device, this will restore all of the photos in your camera roll and isn't time limited.
