    I recently purchased Photoshop elements 13 and installed it on my home computer but I realize that I also need it on my office computer.  How many downloads can I do with my purchase?  I went to my profile and it says that downloads are not available.

    In general there is no limit to the number of times you can download.  The number of activated installations you can have at any given time is limited to two.

    2nd, by "download" do you mean download from an Internet site, or do you really mean Install on your computer?
    If you really mean download from an Internet site to your computer, that is a problem for the "John Lewis" vendor to solve
    If you have a product (DVD or a downloaded install file) that will not install because you don't have a serial number, the next link will help

    There is nothing to prevent him from downloading and installing the trial version (Adobe - Download free trial version Adobe Photoshop Elements 12 | Adobe).  At the point all you need to do is provide him with the serial number so that he can activate it.  If the intent is that he be the owner of the software then you might want to see about transfering the license...

    and activate with your serial.
    if you have a problem dl'g, you didn't follow all 7 steps.  the most common error involves failing to meticulously follow steps 1,2 and/or 3 (which adds a cookie to your system enabling you to download the correct version from adobe.com).

    I recently purchase the Adobe Photoshop Elements 12.  It instructs me to download the Akami Download Manger, which I did, but then it doesn't lead me to download Elements, nor does it indicate what I should do next.  How do I get Elements on my computer?
    I also downloaded the first file of the "Alternate Download Method," which took about 2 hours to download, but when I click on it it wants me to find the app in my app store to open it with.  ???  I'm using Windows 8.1.

    The file is a 7z which you can open with WinZip or any other packer tool. For anything else you may simply need to use another browser and/or reinstall your local Java version.
