Currently the Mac App Store does not offer the ability to gift and app.
You can send someone who lives in the same country as you do and uses that country's Mac App Store an iTunes Gift Card* or an iTunes Electronic Gift Certificate* to cover the cost of the app you wish to give to them.
*If available in that country.

first time you connect it to the computer you sync the iphone with it should ask if you want to setup the ipad as a new device or restore it with a backup of another ios device
if you say yes the content of tne iphone will be put on the ipad
if you later one wish to do the same thing one can restore it by navigating to the ipad in itunes on the computer and choose to restore it there to the backup of the iphone
if you don't want to restore then you can just mark the apps in itunes you wish to sync to the ipad
if you don't sync with a computer then you can't be charged for an app more then once it's tied to your appleID and any attempt to buy it again will result in a free download
one can also access apps tied to the ios device under purchasees in the app store app

Since you and your friend aren't married or in the same household (I assume you wouldn't have referred to this person as "my friend" otherwise), what you want to do is not permitted by the terms of use of the iTunes Store.
Your friend should create his own Apple ID. He can use your computer; just have him log into your computer with a user account you create just for him, not your own user account. Doing it that way is almost like having your friend use a different computer, since both Mac OS X and recent versions of Windows do a pretty good job of segregating the data of multiple user accounts.
He can then purchase the app using iTunes and sync it to his iPhone. When he's done, he should log out of your computer.
However, be aware that there is no reason to purchase an app using iTunes on a computer and to then sync it to the iPhone. Your friend can use the App Store app that's installed on the iPhone by default in order to download and install any app he likes from the iTunes App Store.

You can right click the tab and choose "Close Tab" to close a tab.
Some menu entries are hidden by default and only appear if you use the keyboard to open the menu.
You can see the difference if you use Alt+F or Alt+B to open the "File" and "Bookmarks" menu and compare that to what you see if you use the mouse to open the menu after you have made the menu bar visible by pressing Alt or by pressing F10.
Press F10 or press and hold the Alt key down to bring up the "Menu Bar" temporarily.

Can't seem to find list of purchased apps...

I can't seem to find the list of apps I purchased off the App Store... I remembered most of them, but I want all of them back. It says in the App FAQ iTunes has the list, but in what iTunes? The iTunes store or iTunes itself? As of right now the only access to the internet is thru my work(which has Websense), so i can't get to the iTunes store itself as it's blocked. Is there any other way to get said list, or should I wait till my G4 comes out of drydock and I use my own internet?

How can i save multiple locations to my reminders app on the iphone 4?

I want to be reminded to do a task when I arrive home. Is it possible to save my home location (and other useful locations) to the reminders app? This is more useful than guessing when I will arrive at a location and setting a reminder for then.

Yes, this is possible. Go into your contacts list and choose yourself (hopefully you're in there and set up as the user on the phone.) Then enter in your addresses (home, work, school, etc.) and next time you set up a location based reminder those address will be in there.

Some people don't have credit cards, that's why we use apple gift cards to up our balance in the first place.

You might try just waiting. There are millions of people activating their iPhones today and people still trying to get iOS8, so the servers are swamped. I'd give it a couple of days and if it still doesn't work then try some troubleshooting.

I have just setup a SharePoint 2013 server and attempted to enable the App store by using the following guide:

Everything seemed to go ok until i attempted to download an app.
When SharePoint attempts to get to the app store i get an error saying 'Sorry, we can't seem to connect to the SharePoint Store. Try
again in a bit.'. If i look at the logs the only error i can see relating to the App Marketplace is this:

The server was using a proxy to connect to the internet, but since getting this error i have allowed it to directly access the internet on port 80 and 443.

checked network, DNS, proxy, certificates, App/System Logs, ULS logs.. nothing.... then it clicked!
Dive into Central Admin->Manage Web Applications,
select the web-application and up in the Ribbon, select Manage Features
now ACTIVATE for internet access to the Store!
"Apps that require accessible internet facing endpoints"
"Allow users to acquire apps that require internet facing"
"endpoints from the SharePoint Store."
IISRESET and voila! everything works fine.
