How do I set up the rescue email for forgotten security question answers?

I have not been able to make purchases in the Apple Store because it asks for answers to security questions. I have forgotten those answers, therefore unable to access my account. It says to make a rescue email, but does not lead me to the right areas. What should I do?

If you aren't receiving the email (and you've checked the spam folder on your rescue email account as well as the inbox, and tried clicking the reset link again), or you don't have a rescue email address on your account (you won't be able to add one until you can answer your questions), then you will need to contact iTunes Support / Apple in your country to get the questions reset.

Why am I NOT receiving the reset emails for my security questions?

I've forgotten the answers to my apple id security questions, and am now unable to puchase any new music or apps because my settings require two step verification.
Over the span of several months I have requested multiple emails to allow me to reset my security questions and I NEVER recieve them.
Yes I have checked my :Spam, and Apple folder.
I requested resets for both my apple id password and login and recieved those emails without problem, but not once have I recieved the reset email for my security questions!
Can anybody help me with this, or do I really have to call and or go down to an apple store to sort this out?

They are going to your Rescue email address, which is not the same as your Apple ID address. It is whatever you set it to be when you set up the account. You can contact Apple's Account Security Team as described here: http://support.apple.com/kb/HT5699

The question is pretty self explanitory, but there is a long story that led me to this question. Basically I just got a new iPhone 5 on the second and iTunes keeps asking me to verify myself. So when I do, and I'm positive I'm answering the security questions correctly, it says that the answers are wrong. When you've got them reset you can then add a rescue email address for potential future use :
Navigate to appleid.apple.com using your web browser.
Click "Manage your account"
When prompted, sign in using your Apple ID and password.
Click Password & Security
You'll be asked to answer 2 of your 3 security questions before you can make any modifications. If you are unable to remember your answers, you can choose to send an email to your rescue email to reset your security questions.
