How do I reduce the size of a photo in iPhoto and maintain asprct ratio?

What do you mean by "size'?
You can crop the photo while constraining and that will reduce the size and maintain aspect ration, but remove some of the photo
You can export using the File -> Export command
In the resulting dialogue there are two options that might refer:
The setting for Jpeg quality will affect the file size of the resulting image
The setting for Size will allow you to limit the dimensions of the image (measired in pixels). This will give you an image smaller than the original while also retain the aspect ration, and include the who image. So, if you want to reduce a 4,000 x 3000 pixel image to 400 x 300, that's the one to use.

If you open the photo in preview and save and you can reduce the jPeg compression to reduce the size or you can use a third party program to do it - click here for links to some.

When 5 MegaBytes are compressed down to half-a-megabyte, 4.5 megabytes are NOT "thrown away". The compression algorithm rewrites the data to occupy less storage space. When a string of, say, 50 contiguous pixels are identical, for example, instead of repeating the same three defining bytes 50 times, the data is recorded once and coded to indicate it should be repeated 50 times for that string. Ditto for subsequent strings of varying lengths
If the original data is be perfectly restored, "lossless" algorithms must be used as in TIFF and PSD formats, but requiring perfection restricts the achievable compression. Loosening the restoration criteria by sacrificing relatively unimportant detail allows really significant size reduction. as in jpegs. The jpeg dialog box trades optional quality levels vs storage megabytes. At high quality there is relatively little compression. As the quality level chosen slacks off, huge compressions are attainable.
The NUMBER of pixels is not reduced but some differentiation between pixels is lost, tone depth being one example. The losses are most likely undetectable for most purposes but, if they are detectable, step-up the jpeg quality or, if still unacceptable, use lossless compression.
In any case, when a file of any format is opened, its original size in megaPIXELS, and megaBYTES as well, is retored. For example, I just saved in jpeg a 1500 pixel x 2100 pixel 300ppi file at quality level 10 and got a saved file size of 511KB. That file re-opened at 9.01 megaBYTES, calculated as 1500px wide x 2100 px high, x 3 bytes per pixel, divided by 1.024^2, the latter division being necessary if the definition of a megabyte is taken to be 1.024 kilobytes along with a kilobyte defined as 1.024 bytes.

Homestly haven't a clue what's going on there.
Try trash the com.apple.iPhoto.plist file from the HD/Users/ Your Name / library / preferences folder.
(On 10.7: Hold the option (or alt) key while clicking on the Go menu in Finder to access the User Library)
(Remember you'll need to reset your User options afterwards. These include minor settings like the window colour and so on. Note: If you've moved your library you'll need to point iPhoto at it again.)
What's the plist file?
For new users: Every application on your Mac has an accompanying plist file. It records certain User choices. For instance, in your favourite Word Processor it remembers your choice of Default Font, on your Web Browser is remembers things like your choice of Home Page. It even recalls what windows you had open last if your app allows you to pick up from where you left off last. The iPhoto plist file remembers things like the location of the Library, your choice of background colour, whether you are running a Referenced or Managed Library, what preferences you have for autosplitting events and so on. Trashing the plist file forces the app to generate a new one on the next launch, and this restores things to the Factory Defaults. Hence, if you've changed any of these things you'll need to reset them. If you haven't, then no bother. Trashing the plist file is Mac troubleshooting 101.

How can I upload multiple photos without using an app?

I'm a special education teacher, and I teach a photography lab that teaches students how to scan and edit photos. We use the school's set of Ipad2's in order to crop the photos since the majority of students I have don't have the hand eye coordination neccisary to crop using a desktop computer and mouse. The problem I'm running into, however, is that our IT department wont let me download any apps onto the iPads. I've asked on six seperate occasions in order for them to update the iPads to ios7 and to give teachers the permission to install apps-- the first request coming at the start of the school year-- and they havent responded to any of them, so I'm not holding my breath.
Currently, I'm uploading all of the photos my students scan to my personal dropbox account, and the students access that and download each photo individually onto their ipads. Not the easiest thing for special education students to do, but its doable. I have not found an easy way to get the cropped photos off the ipads, however. Any ideas? I could attach each photo to an email, allthough thats more trouble than its worth most times. Dropbox will only allow me to upload one photo at a time, and keeps overwriting the photo I previously uploaded with the new one if I try to upload a second photo. Photo stream is the obvious answer, but icloud is disabled on all the ipads and only IT can turn it back on, something they've been unwiling to do

I worked in IT on the university level for four years so it's really frustrating to see more safeguards in place in a public school district any university. If we're trying to teach these kids to be ready for real life and then block out and don't let them use half the technology they're going to encounter in real life, well I just don't get that. But that's another rant for another time.
How I do it is I save all of the photos my students scan onto my external hard drive, then transfer them to my personal computer and upload them to dropbox using Dropbox for windows (or whatever the desktop application is called) . I then have my students go to dropbox.com on the iPad, login as me, and go through each photo, saving each to the iPad as they go.
I should have said upfront that when I try to connect the iPad to my personal computer it charges the iPad but won't recognize under my computer or show up in iTunes, so I am unable to see any of the data on it. I'm pretty sure it's not the 30 pin connector that's malfunctioning because I've tried with two of them. I can only check if it registers with iTunes on my personal computer because I can't download iTunes on school computers since I don't have administrator privileges

Restarting your phone doesn't cause it to grey out.
Were you restoring from an icloud backup? IF so, it does take awhile for pictures to download.

Photos downloading to your iPhone usually come from Syncing with iTunes. Look in the iTunes sidebar, click on iPhone under devices (must be attached). Click on Photos tab across the top to review which Photos, albums, events etc are synced from iPhoto.

two questions: first, how do i remove my photo from my entry in Address Book? i should be able to click "Edit", select my photo and hit the Delete key and be done, but no - hitting the Delete key does nothing except make the photo blink.
second, i just posted a comment on a web page that i've never been to before, on a site that i've never been to before, and my photo appeared on the web page next to my comment. very creepy. anybody know why this is and how i make it stop? does it have something to do with my Address Book entry?
update: i've consulted Address Book's help and it tells me to select the card then go Card -> Clear custom image, but when i do, that menu item is grayed out.
further update: i've worked around the problem by taking a screen shot of a blank white area of a webpage and making that my photo...but i shouldn't have to do that and would still like to know how one actually deletes one's photo from Address Book. Address Book's help indicates that i'll find such photos in Library/Images/People, but there's no such directory in any of my Library folders. Address Book's help is not being very helpful today.

there is actually no way to completely delete an image for you address book entry. you can only change it to something else as you did.
as for the image on that website, most likely it pulled your photo from your webpage on some site like My Space, Facebook etc. do you have a page like that? some sites will tap directly into your webpage and pull your pic from it.
