Go ahead, tap the delete account button. Deleting the account from your iOS device will do just that, it will not delete the data in iCloud.
By the way are you aware that iCloud and iTunes are different accounts. You can maintain separate iCloud accounts and hence separate contacts, calendars etc, etc, though share an iTunes accounts and hence all your music and apps.

It is too late to open an iCloud account and use that to find a lost iPhone. Ou had to have turned on Settings, iCloud, Find My Phone before it was lost and you must have had an iCloud account where it was registered before it was lost.
At this point there is no way to locate it.

I know how to sign in its just rejecting a valid Apple Id....I go to the start menue then click onto the control panel then go to Network and Internet and click onto it ...then I click onto Icloud and a icloud sign in box pops up and tells me My Apple ID is Valid but it is not a ICloud account ....Im confused? If you mean to icloud.com, you can't. You can only view data on icloud.com from a computer.
If you mean you are trying to sign into your icloud account to sync your iPad with iCloud, go to Settings>iCloud and enter the ID and password.

Go to Settings>iCloud and sign out. Any synced data, such as calendars and contacts, will be removed.
To get a new ID: go to http://appleid.apple.com and create a new ID - you will need a different non-Apple email address from any ID you already have.
Then go back to Settings>iCloud and sign in there, enabling any data types you want to sync in the list there. You will be asked to create a new @icloud.com address when enabling Mail.

You should have done it the other way arround. You should have started with signing out, before you changed your email. I would suggest to follow these steps...
1. change your email address back to the old one
2. delete your iCloud account from all your devices (especially turn off "Find My iPhone")
3. change your email to your new email address aigain
4. add your iCloud account again
