How do I sign out of Apple ID in iCloud? Old ID, do not have password, cannot delete account.

Please help!

I've not had that problem reported by the several other people with your problem who have used this method to delete an iCloud account with an old ID.
Are you sure you had to verify the new email address again? Also, have you checked you Junk email to see if the verification email went there?
I'm not sure what you mean by "your account doesn't even work". What account? What doesn't work? What exactly is the problem at this point?
This is not that hard to fix, as, again, I have talked several other users through this process without any issues.
I know it is somewhat confusing as to how to go about changing your Apple ID and in what order you should do things, but it is not an impossible issue to overcome when things have been done "out of order". (maybe I'll work on a User Tip with some general guidelines for Apple ID changes....)
Not sure how long you have been waiting for the Verification email, but if you don't get it in your Inbox, or don't find it in the Junk Folder by tomorrow, then you may want to contact iTunes Support to see why you are not getting the email. But I would wait until tomorrow. Sometimes they take some time.
I have found with my devices and my Mac that whenever I do anything that is not getting the response I am immediately expecting (and my PC as well, for that matter), I walk away, and do something else. Check in in an hour or so, and if it is still not responding as expected, then may wait until the next morning to try again. This is especially so when I am trying to get onto a site (like the iTunes Store), or I am waiting for a response from a server. Sometimes things just get tangled up, and require a little patience. This is not limited to the Apple world, believe me.
I was trying to get into my TimeCard system last night on my PC to book my time, and was getting nowhere on Internet Explorer, let alone the TimeCard site. So, I just waited until this morning. Everything was fine then....
If you are having other issues, please let us know what they are so we can help you get past them. Once you get it all lined up properly, I think you will be just fine....and will see that these devices are no better or worse when it comes to the foibles of electronics and technology.....

    Content is tied to the account that originally bought/downloaded it - so if you created a new account as opposed to updating the old one, then you will need to continue to use the old account to download updates to its apps or to re-download its past purchases. If you didn't create a new account but instead updated your old one then try logging out of your account on the phone by tapping on the id in Settings > Store and then log back in

    If you change your Apple ID, all the apps you purchased with the previous ID will no longer updatable for you and this problem will continue. You see your old Apple ID because you are likely still using some of the apps purchased on that ID.

    If Find my iPhone was not activated before the phone was lost there is no way to track it. Check on the iCloud website. Log in with the APple ID. If you do not see your device listed on Find my iPhone there, it was not activated.

    Delete those applications and then download them from the new Apple ID. This may require repurchasing them.

    Settings > iTunes and App Store > Apple ID = Sign Out...
    Then Sign In using the preferred Apple ID.

    Welcome to the Apple Community.
    In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
    Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.

    Check your General -> Restrictions -> Allow Changes/Accounts is set to not allow changes to accounts. If it is, set to allow changes and then you'll be able to sign out from the iTunes & App Store settings or the apps.

    I used this method yesterday and everything was done:
    On your iOS device, open Settings menu then choose the Game Center menu.
    Tap on the Apple ID (yellow line in the above image) menu then choose Sign Out.

    Welcome to the Apple community.
    You can add more than one account to your iPad, but you can only have one primary account. Secondary accounts which you can add at settings> mail, contacts, calendars do not have all the features of a primary account such as photo stream.
