How do I solve this?

I am using java for the first time and my new pc cannot compile programs written in java language. It always read "'javac' is not recorgnized as an internal or external command, opperable program or batch file". The following information may be helpful:
System: Microsoft Windows XP Professional Version 2002
Computer: Via Samule 2, 796MHz, 96MB RAM.
I will like to get assisstance to solving the problem

FYI, this is an operating system issue, not Java. You'd have the same problem running any executable not in your path.
