How do I sync all my photo stream photos from iCloud on my new iPad Air?

I just hooked up my new iPad Air and everything is running smoothly except for the fact that only my photos from October 2nd of this year and after are showing up in Photos and iPhoto.
New photos that I'm taking on my iPhone are showing up as well. It also appears that both my regular and Instragram photos are showing up, but only from October 2nd through today.

Photostream is streaming feature and only holds your photos for up to one month or 1000 pictures. That way when you get new device it works from the point of setup and with backlog of one month. There are other ways to get your pictures on, but it does not look like you did those.
