How do I sync outlook mail on my pc, iphone and ipad?

I am trying to find out how to sync my outlook email on my iPad, iPhone and PC that operates with windows xp. I would like to be able to read an email on one of the devices and then delete it and have it also be deleted on the other two devices.

iCloud is not designed for the purpose of syncing email accounts across multiple devices.
In order to sync email accross multiple devices (so that messages sent or deleted on one device are also synced to all other devices) you need to use an email account that supports IMAP, and you need to set up all your devices to access that account using IMAP. Setting up IMAP email for specific email providers and devices is beyond the scope of this discussion forum, but there is a lot of instructional advice that can be found on the internet.
iCloud Mail (.me and .mac) is Imap, and syncs to multiple devices perfectly.
We don't know what email provider the OP has though.

Who is email provider? What sort of email account is it - POP3, IMAP or Exchange? POP3 will work like this as with that whoever first downloads the latest mail from the server deletes it from there and so it's unavailable to other mail clients on other devices.
Either switch your email account to IMAP or change your POP3 account's settings so the new mails are not deleted for some time (a week, a month or whatever) after first download and are thus available to other devices also (IMAP is best solution but if POP3 is all that's available from whoever your provider is then you'll have to live with POP's limitations).

I am having a problem with emails, I delete them on the iPhone and the iPad then a couple of hours later the deleted emails are back on both devices. What can I do to solve this issue. My gmail account works fine with no deleted emails showing back up again.

You'd be better off looking in the email support section of the Verizon website. That's where you're likely to find the various settings required for configuring the account. Often email providers give both POP and IMAP settings.

Apparantly it is, On My Mac contacts don't appear in iCloud, anywhere.
Put all your contacts on all of your devices in iCloud (assuming that's where you want them to be)
Go to www.icloud.com, login and see what you actually have in the account.

The iPhone does not sync mail message with a desktop client. Only with the server. If bigpond doesn't have adequate server side mail filtering, maybe you should create a gmail account for yourself and set that up on the phone.
You can configure gmail to fetch the mail from your bigpond account. The server side filtering on gmail is excellent. I see very little spam and there are very few false positives.

I have a recurring invitation on my iphone and ipad devices that I cannot get rid of. I made it disappear on my imac, I was able to delete it from the google calendar that was syncing also. I dumped the google calendar. Now it appears in the icloud calendar and there is no option to dump it. It goes on recurring every 2 weeks forever. I would like to get rid of it permanently.

It all depends on how your e-mail provider talks to the iPad. Some allow a lot of control, others not so much. My Yahoo works seamlessly between my Touch, iPad and computer. My hotmail, however, won't show up as 'read' on all devices, i have to open it on each one.
Some e-mails will allow you to tweak those settings and let your device alter what's on the server, others won't.

If so, delete the existing account at Settings > iCloud. The Delete Account option is available at the very bottom the the account settings window.
Create the new or different account there.

Talk to Yahoo. They have been having seeming massive problems with their mail system communicating with mobile devices if these forums are any indication. You can try removing and re-adding the account, but odds are this is not a problem with your phone, it is a problem with Yahoo.

If you go into settings, mail, contacts and calendars. Then tap on the name of your yahoo mail account, you'll see the option to sync contacts, calendars, reminders and notes associated with that e-mail account.
Another thing to do would be to go into the settings, iCloud and enable iCloud syncing of contacts across the devices. (meaning you'd have to enable it on both your phone and ipad.

I have an iMac (model 8.1, OS X v 10.6.8) and an iPad 2 (iOS 7.1). The calendars no longer sych via iTunes but did about 6 months ago. I think that may have been when I updated the iPad OS. None of the instructions I've seen on-line seem to help. When I attach the iPad to the iMac via a USB cable I get the following message in iTunes - > Info - >Sych Calendars, "Your calendara are being synced with your iPad over the air from iCloud. Over the air settings can be changed on your iPad." I do not have an iCloud account. I'm not sure my iMac can support that OS due to its age. Besides, I used to be able to sync the calendars so why bother with iCloud? It just seems like one more step.
Also, I've never been able to sych the mail content between the two machines. The message below the iTunes->iPad->Info ->Sync Mail Accounts says, "Syncing Mail Accounts syncs your account settings, but not your messages...." Any instructions on how to sync the messages would be appreciated too.
It's frustrating to have these syncing challenges. I had a Palm Pilot at work about 15 years ago and and it synced with the PC any time I put it into the docking cradle. Same thing with a work-issued Blackberry about 10 years ago. I'm disappointed that the Apple systems seems to be so convoluted and un-user friendly. Syncing calendars worked when I orginally got the iPad about two years ago but now doesn't seem to sych. What am I missing? Thanks in advance.

If you are having issues syncing your calendars via USB, you may find the following articles helpful. If you do not have an iCloud account or don't intend to use it for syncing, you may also want to make sure that iCloud syncing is turned off on your phone (under Settings > iCloud).
