How do I synch my itunes to itunes library after computer recovery?

I had to get my computer hard drive recovered after a virus.  programs were left intact including itunes library and itunes program.  problem is that the itunes links to the itunes library are not there.  To compound issues, it appears I have my libraries stored on 1) an external drive, 2) on my primary itunes media folder.

Restore the ENTIRE iTunes library from the backup of the computer. 
iDevices are not and have never been backup devices.

    First of all my computer is a Windows 7 PC
    My hard disk crashed and I had to reload Windows, wiping out the hard drive info for the most part. Windows keeps the information from the previous Windows installation in a Windows.old folder.
    Because of my limited disk space I use an external USB drive for storing my music an podcasts (209GB worth...lots of podcasts, heh?)
    Anyway I reloaded iTunes and thought it would be as easy as transferring my iTunes set up from my Windows.old folder to load the old library, and I set the preferences to find the iTunes folder on my USB drive. And while it did find the library, whenever I try to play a song it says it cannot find the song and I get the dreaded exclaimation point. Then I have to direct iTunes to my USB drive. Very tedious based on the number of tunes can podcasts I have.
    I could always just tell it to find the folder and import but then I lose all my rankings and to redo that, too, is very, very tedious.
    So is there some way I can "restore" iTunes to find my files on the USB drive without having to redo the rankings?

    Select a track with an exclamation mark, use Ctrl-I to get info, then cancel when asked to try to locate the track. Look on the summary tab for the location that iTunes thinks the file should be. It might be possible to slide things to where iTunes expects them to be. Alternatively, as long as you can find a location holding the missing files, then you should be able to use my FindTracks script to reconnect everything.

    Copy everything ( itunes, pics, contacts,calendars, files docs,etc)  from your old computer, or your backup copy of your old computer, to your new one.

    On your computer go to the control panel (hover in the lower right corner) then programs, add/remove programs
    Uninstall iTunes, Apple Mobile Device Service, Apple Application Support then go to apple.com and redownload and reinstall iTunes and try again.
    You won't lose any content, you're not deleting that, just the programs that access them.
    What is thought to happen is that sometimes a new version of itunes doesn't update the drivers in those other two programs. The only way to update the drivers is to force it by uninstalling the programs which allows itunes to write the correct ones.
    My iPad and iPod did exactly the same thing and this is how I fixed it.

    Plug them in and use them.
    That is all you need to do.
    In the answer from Apple I do not find anything about how the 2 exisiting iTunes accounts will be handled.
    They will be handled fine.
    All purchases from both iTunes accounts can be sync'd to both/either iPads with no problem.
    I have three iTunes accounts (me and two daughters), 3 iPhones, an iPad and a few iPods.
    Any/all content can be sync'd to any device, no problems.

    You must enable iTunes Match on the new computer. The best way to accomplish what you want to do is to create a new, empty library by launching iTunes while holding down the Option key (Shift on Windows) and choosing "new library." Do not let iTunes scan for new content, but do enable iTunes Match on the empty library. Once the scan is finished you may delete tracks from the cloud.     Devices can only sync to one library at a time. You can, however, have multiple copies of libraries on different computers though it can be tricky making sure they are always synchronized.  You can put your Windows iTunes on your Mac.
    Moving a library: Quick answer if you use iTunes' default preferences settings:  Copy the entire iTunes folder (and in doing so all its sub-folders and files) intact to the other drive.  Hold down the option (alt) key (shift on Windows) and open iTunes.  At the prompt to create or choose a library choose the copied iTunes folder.
    When this is to a new computer put the copied iTunes folder in the default location of Macintosh HD > Users > *User Name* > Music  then you don't even need to start with the option key held down, iTunes will automatically look for it there.  (Make sure there isn't anything already in the iTunes folder there that you want to keep since you will be replacing it with the one you are moving.)
