I am trying to synchronize and tether my new iphone to my computer, but I cannot find the networking option within the phone.  When I connect the two my computer does not even recognize the phone.

You need to start iTunes 11.1 or later on your computer. Then connect your phone to the computer. Your phone will seen in iTunes. All syncing is done through iTunes.
To copy photos from your Camera Roll on the phone use an image capture or camera application on the computer. Your phone will be recognized as a camera.
Normally an iPhone will not show up on a computer like a connected hard drive.
