In iTunes, File>Transfer Purchases.
Anything not purchased from the iTunes store can not be transferred from the phone to a computer without purchasing 3rd party software to do so. It is not a backup device or data transfer device.

I just got a new computer forcing me to dowload iTunes all over again. I have all my music on my iPhone but i want to transfer it to my iTunes library. How can I do this? Every time i try to sync it, it says that all songs on my phone now will be replaced with the songs in the library...meaning since there is no music there that it would just be erasing all my music on my phone. When i click on my iphone in itunes, i hit the music tab. I use to be able to drag files from my pc over to itunes. Now I have a circle with a line through it. Wont let me move music. Any ideas why??

The sync is one way - computer to iphone. The exception is itunes purchases: File>Transfer Purchases.
It has always been very basic to always maintan a backup copy of your computer for this very occasion. Use your backup copy of your computer to put everything back. -

Your i-device was not designed for unique storage of your media. It is not a backup device and media transfer was planned with you maintaining a master copy of your media on a computer which is itself independently backed up against loss. To use a device witha different setup you transfer the old library from a computer or a backup directly to the new setup, not the device to the library. Media syncing is one way, computer to device, updating the device content to the content on the computer, not updating or restoring content on a computer. The exception is iTunes Store purchases which can be transferred to a computer.

Use your backup copy of your computer.
Type "move itunes library" into the Google search bar. You will find instructions there. -

1) authorize iTunes on the new machine for your iTunes store account(s)
2) connect your device and right-click or control-click it in the iTunes Source list, then choose transfer purchases from the shortcut menu that appears.
3) sync the device
iTunes will wipe the iPhone but, since you transferred your purchases in the previous step, your content will be in your library and you can re-populate the iPhone with it.

You music is not in your iCloud account, it is in iTunes in the Cloud. Whether you use iCloud personally or not, it will not have an effect on the iTunes in the Cloud functionality. If you are using iTunes, then all of your purchases through iTunes will use iTunes in the Cloud as a backup for your purchases.

I finally went to Apple Care tech support (the best!) for help.
Plug your phone into the computer.
I-Tunes should open.
Toward the top left of the page, click on the small I-Phone icon.
Select Music in the sidebar.
In the right window, your music should appear.
De-select what you don't want, then click Sync.
Voila.
