How do I transfer content from 4S to 5S?

I've ordered a 5S and currently have a 4S.  My question is: what's the easiest way to transfer content on the 4S over to the new 5S--including apps, phone contacts, music, older messages and emails, etc.?

    If you want to share iTunes purchases between multiple accounts in the same family you could use Family Sharing.

    My Dad only needs to be able to access files for reference; any editing or alteration to pre-existing files would largely be done on a desktop or his laptop. In the meantime, Dropbox does look ideal and I will investigate along with the other great ideas suggested on here for the best option.

    You can't.  Mobile devices are not set up to transfer most items to a computer and if that's what you want to do (with the noted exception) then you have to pay for it.

    Your i-device was not designed for unique storage of your media. It is not a backup device and media transfer was designed for you maintaining a master copy of your media on a computer which is itself properly backed up against loss. Syncing is one way, computer to device, updating the device content to the content on the computer, not updating or restoring content on a computer. The exception is iTunes Store purchased content.

    I'm not using iCloud, so do not know for sure.  I feel as if I have more control by using iTunes on my computer, to determine what is on my iPad, and what gets deleted.
    If your wife will share the same Apple ID with you, you do not need to remove everything from the old iPad.  She can share your purchased Apps, music, et cetera.
    In iTunes, you can have several iOS devices sharing Apps under a common Apple ID, but you can also "uncheck" specific Apps you do not want on one of your devices.  Each device has an identity so iTunes should remember which App goes on which device during future syncs.
    If your wife will have her own individual Apple ID, you need to go to Settings-General-Reset-Erase All Content and Settings.  This will return the iPad to factory defaults, except it will retain the latest iOS version installed.

    It describes using Setup Assistant, a much better way than using Migration Assistant in creeating a seamless transition of your old applications, data files, and users. Normally you only have one opportunity to use it, upon first boot of your MacBook.

    Have you upgraded from an old Mac to the new one, or from a Windows PC?
    When you set up the Mac you should have had an opportunity to transfer data from your old computer, including iTunes data.
    Alternatively you can back up your iTunes data on your old computer and restore it onto the new one. There are some links on how to do this in an old discussion:

    Music you've purchased in iTunes can be transferred under the File menu in iTunes, but not music you've ripped yourself or bought from other sources, e.g. Amazon.
    If you just want to get certain files across, I recommend an application called iPhone Explorer. It reveals the file system of your iPhone and you can get content off the phone onto the Mac, then import images into iPhoto and music into iTunes, then sync your phone as normal, telling it what images and music you want.

    Ideally you would have backed up the library from your old comupter on a regular basis, and have restored that library to your new computer...
    You should be able to:
    Backup the device to the new installation
    Transfer your purchases into a newly authorized library
    Recover any other media using third party tools as suggested in this post
    Restore the device from the backup
    This process should switch the association of the device to the new library, preserving the data and settings in your apps.
    May also be prudent to attempt a backup to iCloud directly from the device before you start... Settings > iCloud > Storage & Backup > iCloud Backup > On. It won't save any media but it would preserve the general account settings and documents in case anything goes wrong while you are trying to extract your other data.
    When you get it all fixed, make a backup!

    Did you ever use your computer to set up your iPad? If so, then you just use iTunes to do a backup of your old one and use that backup to set up your new one.
    However if you never associated your ipad to a computer you kinda have to piece meal it. Try a service like dropbox. Upload things like photos and the such there. You will then download them from dropbox when you're on your new one.
    Also, content from iTunes, you can just redownload that, so no need to back it up (the only catch is if the file isn't available in iTunes to redownload
