How do I transfer files from a Windows laptop to an iPad and ensure they are accessible please?

Hello...
I am new to the Apple community and would be very grateful for some help. My Dad recently purchased an iPad. He is a professor and has his lectures saved on his Window laptop (predominantly PowerPoint, plus PDFs and Word files) but wants them on his iPad and needs to be able to access them all. He has mistaken me for some kind of computer whiz and thinks I'm able to do this; the truth is I haven't got a clue where to start.
Any idiot-proof advice and/or ideas on how best to transfer files from a Windows 7 laptop to iPad (including whatever apps, if any need to be bought) would be very greatly appreciated

Sorry for the delay in response, I didn't think many answers would come in so quickly being Christmas and all...
My Dad only needs to be able to access files for reference; any editing or alteration to pre-existing files would largely be done on a desktop or his laptop. In the meantime, Dropbox does look ideal and I will investigate along with the other great ideas suggested on here for the best option.

    I would recommend syncing your photos from your computer to your iPad by using iTunes:

    First, if you want to set it up to work via iCloud, I would check and make sure My Photo Stream is set up correctly on your devices:
    To use My Photo Stream you need an iCloud account, compatible devices, and up-to-date software:

    Mac with OS X Lion v10.7.5 or later and iPhoto 9.2.2 or Aperture 3.2.3 or later
    Apple TV (2nd generation) with Apple TV Software Update 5.0 or later

    Then, once it is set up, you can upload your photos to My Photo Stream by following these directions:
    PC with iCloud Control Panel 2.0 or later: Open a Windows Explorer window and under Favorites select iCloud Photos if you are using iCloud Control Panel 3.0 (or Photo Stream if you are using 2.0 to 2.1.2).     You can use the camera connection kit to plug in a flash drive. But there are a lot of 'buts'.
    First, most flash drives will trigger a 'device requires too much power' warning and will not work. (I had a 50/50 success rate)
    Second, the iPad will only import properly named photo and video files. You cannot transfer music or documents.
    Third, there is zero support for the export of files.
    You can look into wireless flash drives. The Kingston WiDrive is just one example. They generate a localized wifi hotspot that you can connect your iPad to and then use an app to transfer files.

    Manually migrating
    If you prefer to move your files one by one between a Mac and a PC, consider the following options. Some are easier than others, and some require more computer experience, equipment, or resources.
    Generally, you can migrate your files to the Mac by:
    Copying the files from your PC onto external or removable storage media and then use that media in your Mac to transfer the files to your hard drive.
    Sending files over the Internet. If you have an email account, just send the files to yourself from the PC and then pick the mail up on your Mac and save the attached files to your Mac hard drive. You may want to compress larger groups of files first.
    Connecting the Mac and PC together through a network to use file sharing to move the files.
    Tip: If you're moving files over manually, you'll save yourself some time down the road if you organize your files during the process from the get-go. For example:
    Move your PC My Pictures photos to your Mac’s Home folder Pictures folder
    Move your PC My Music song files to the Music folder on your Mac
    Move your PC My Videos files to the Movies folder on your Mac

    If you don't have many files, transfer them over email, create zip files for larger groups of files. Mail your files from the PC to yourself, and then pick them up using Mail on the Mac.
    Use a network connection
    Connect your old PC to your Mac—either directly or over a network. Before you start moving files over, you should install any Mac software that is needed to open the files. Once you're done, use one of the following migration methods:
    Direct connect
    To move files by connecting your Mac directly to your PC (if both have an Ethernet port):
    Connect your Mac to your PC using a standard Ethernet cable.
    Make sure that both computers are turned on.
    In the Finder on your Mac, choose Connect to Server from the Go menu to open the window.

    smb://DNSname/ShareName
    smb://IPaddress/ShareName
    Click Connect.

    USB disk. You still have to go through iTunes.

    Select it and the Add for windows and + for mac

    In the long run there is no way to access or uplood data on your device without iTunes unless you JailBrake....

    You'd have to give us some more information in regard to the inputs of your display.
    Generally, you should be able to plug your current PC into one input (DVI most likely) and then the Mac mini into another (HDMI) then flip between the inputs on the monitor via the on-screen menu.

    Should you run into trouble.
    Take the exernal drive appart.  Take out the harddrive.  Try reading the data via a usb adapter. Put a household finan on the hd.
