How do I transfer iPod touch and iPad to a new computer?

I have both an iPod touch 3G 64GB (iPhone OS 3.1.1) and an iPad 32GB WiFi (iOS 3.2).
I need to transfer them to a new computer (Windows 7 unfortunately, because I can't afford to replace all my software and the computer yet)
I can I do that and not loose all my purchased apps, music, and videos (etc..)?

I'm going to sell or get rid of the old computer.

    Syncing is from the computer to the iPad, not the other way round. You should be able to copy iTunes purchases via File > Transfer Purchases. For other music have you not got a copy on, for example, an external drive or CDs/DVDs that you can copy on the computer and load into iTunes ? If not then you could do a search to see if there are third-party programs that can copy music off the iPad and onto a computer

    If the old and new computers are both Intel Macs and running the same version of the OS (say, 10.4), then the Migration Assistant will probably do this transfer for you quite well (although I have and would do it manually myself). However if your old Mac is a PowerPC computer, even if it is running Tiger, then the above thread is especially relevant to you.

    Syning with iTunes is completely separate from iCloud, except that if you have elected to sync calendars and contacts with iCloud you cannot sync them with iTunes.

    I used ITunes match just fine.  But, tracks/entire albums play incorrectly - song plays about 1 minute, then skips to next song which plays for about 1 minute, etc.  This is true for both IPod Touch and IPad (1).  The same files downloaded from ICloud play fine on the computer and they also play fine on AppleTV.  I have deleted and redownloaded these files numerous times, which makes no difference.  Purchased music and some ripped from CD's play correctly on Touch and Ipad.  This also seems to be connected CDs that were ripped and reencoded at a higher version before uploading.  The files in question are now Matched AAC audio files.

    You would need to restore the backup of your iPad Mini to your iPod Touch, and the apps would need to be compatible with both devices.
    Restoring the backup to your iPod Touch will overwrite the data and settings with those contained in the backup so if you have anything on your iPod that you want to save, you would need to do that first.

    iTunes on tmy new computer shows none of my data and I fear if I sync my iPod with the computer all will be deleted on the iPod.
    I still have everything in iTunes on the old computer.

    Just move your iTunes library to you new computer.  You can transfer iTunes purchases to you new computer from your iPod by:

    If iTunes does not see your iPod then your only hope is a data recovery company. Not cheap.
    However, you may be able to get some photos by:
    Photos
    - If they are in an iPod backup then restore another iPOd, iPhone or iPad from that backup. See the restore topic of:

    When I plug in my iPod Touch and iPad, iTunes does not open, but both devices are recognized by Windows 7. When I open iTunes manually, there is no listing for "Device" at all.     Removing and Reinstalling iTunes, QuickTime, and other software components for Windows XP
    or              
    Removing and reinstalling iTunes and other software components for Windows Vista, Windows 7, or Windows 8
    However, after your remove the Apple software components also remove the iCloud Control Panel via Windows Programs and Features app in the Window Control Panel. Then reinstall all the Apple software components
    - New cable and different USB port
    - Run this and see if the results help with determine the cause
