    Install itunes on the new laptop, first.
    You can log into the itunes store and start using your account at any time - there isn't really any "transfer" going on, for that part.
    You do need to transfer the music files and the itunes database, though. Do that the same way you are transferring over other stuff like digital photos, browser bookmarks, etc. I've used my home network in the past when we've gotten a new PC.
    For itunes, the important folder is C:\....\iTunes. Just replace that folder on the new machine with the iTunes folder (and all its subfolders) from the old machine.
    Have a look at the new PC's preferences to make sure they're set up correctly, and don't forget to deauthorize your old PC if you're getting rid of it. And....don't get rid of it until you are sure you have everything set up like you want!

    These are two possible approaches that will normally work to move an existing library to a new computer.
    Method 1
    Backup the library with this User Tip.
    Deauthorize the old computer if you no longer want to access protected content on it.
    Restore the backup to your new computer using the same tool used to back it up.
    Keep your backup up-to-date in future.
    Method 2
    Connect the two computers to the same network. Share your <User's Music> folder from the old computer and copy the entire iTunes library folder into the <User's Music> folder on the new one. Again, deauthorize the old computer if no longer required.
    Both methods should give the new computer a working clone of the library that was on the old one. As far as iTunes is concerned this is still the "home" library for your devices so you shouldn't have any issues with iTunes wanting to erase and reload.
    I'd recommend method 1 since it establishes an ongoing backup for your library.
    Note if you have iOS devices and haven't moved your contacts and calendar items across then you should create one dummy entry of each in your new profile and iTunes should  merge the existing data from the device.
    If your media folder has been split out from the main iTunes folder you may need to do some preparatory work to make it easier to move. See make a split library portable.
    Should you be in the unfortunate position where you are no longer able to access your original library or a backup then then see Recover your iTunes library from your iPod or iOS device for advice on how to set up your devices with a new library with the maximum preservation of data.

    If your iPad 2 has a newer iOS version than your new iPad Air then you'll need to update the iPad Air to newest iOS before you can restore it from the iPad 2's backup. Its conceivable that being in the store the new iPad air does not have the most recent iOS installed.
    Anyway as to the AT&T service. you should not have to anything on the old iPad.
    Simply remove the sim card, go to your AT&T store and ask for a new sim that fits your new iPad with your current service on it. Then simply insert the new sim card into the new iPad.  In the process of setting up the new sim card, the old one will be deactivated by AT&T.
    Without a sim card the old iPad will have no cell service.

    The music sync is one one way - computer to ipod.  The exception is itunes purchases.  File>Transfer Purchases
