My music or play list will not sync to my I pad when connected to I tunes only some of my purchases sync. However, all of my music is on my I phone
Idealy the way to go is to transfer your music from your old computer to the new one and then sync with it.
However if you do not still have the computer then these are your options

It should be Noted that anything Downloaded with a Particular Apple ID is tied to that Apple ID and Cannot be Merged or Transferred to a Different Apple ID -

What should be done, is to copy your entire iTunes folder from
your old computer to your new one, then open iTunes holding down
the shift key. You will get prompted to create new or open existing,
select existing and navigate to the iTunes folder and select the
"iTunes Library.itl" file.

After doing this, you "should" be able to sync normally.
If you never previously synced to iTunes, then it could be problematic. -
