How do I transfer my Elements 10 folders to Photoshop CS3?

Hello and thank you for your rapid response. 
I did use Bridge and most of my pics did transfer, but several of my folders did not.  Any more suggetions?

    You need to work with the calibration parameters to get a good match from screen to print. There are no fixed values - basically whatever settings produce a match are the right ones.
    First, set the white point - luminance and color - so that screen white is a visual equivalent to paper white. You can be very specific about this, with a viewing booth right next to the display and a particular paper as target. Or you can take a more generalistic approach. That too will usually work well, as long as you keep the aim in sight: screen white = paper white.
    Don't trust the white point presets. You will usually have to adjust to compensate for your working environment. Make sure you can adjust both along the blue/yellow Kelvin scale and the green/magenta axis. Any given Kelvin value may well be wrong on the green/magenta axis.
    Next set a realistic black point. This is important. Monitor manufacturers throw about completely unrealistic contrast ranges that you will never see on paper. A good glossy inkjet paper will be in the vicinity of 250-300:1, or a black point around 0.4 - 0.5 cd/m² if your white point is at 120. If you have a monitor that goes down to, say, 0.2, which most monitors today will, you're in for an unpleasant surprise.
    Leave gamma at 2.2. Gamma is remapped from profile to profile and is "invisible" - the net result is always linear. You just want to stay close to native so that the monitor behaves at its best.
    If you have a wide gamut monitor soft proofing in Photoshop can be useful. With a standard gamut monitor it's mostly a waste of time since monitor gamut is the limiting one.
    Oh, and let Photoshop manage color. Make sure you have the right paper/ink profile and also make sure you have the right paper selected in the printer driver. This controls the total amount of ink.

    If you still have your 3.2 psa catalog in your "My Catalogs" folder, try
    downloading PSE5  from here:
    http://www.johnrellis.com/photoshop_elements_5.0_trial_version.exe.
    PSE5 should be able to find your catalog and you can convert it into PSE5.
    If that doesn't work, it may be because you weren't able to run  "reconnect
    all missing files" in PSA3.2 before attempting the conversion.   If all your
    photos were still connected, this should work.  Then you can open PSE8 and
    convert PSE5 into PSE8.  Do a "reconnect all missing files" in PSE5 before
    you do the conversion.  Even though all my files were connected when I
    converted PSA2 into PSE5, PSE5 had about 30 unconnected photos.

    How do i calibrate monitor to get print that looks like pic on screen?
    I am using Photoshop CS3.
    When I get a pic the way I want it on the screen and try to print it, it prints much darker. I could calibrate my iMac monitor for photoshop but can't find a way of doing it with my Satellite P200.
    My printer is a Canon ip4300 and I'm using Canon ink and paper.

    I think you need additional software and hardware to calibrate yout monitor.

    Important preliminary questions
    1. What is the computer operating system of computer 1, and what is the computer operating system of computer 2?
    2. What do you have - installation files from purchase of an online download with serial number or installation disc from purchase of the boxed packaged product? And, if from installation files from purchase of an online download, please confirm to what operating system it was downloaded. And, if from installation files, did you purchase from Adobe direct or from some place else?
    3. In what way have the installs failed - Shared Technologies error messages, invalid serial number, etc?
    The above answers are needed into order to give you the best possible answer to your very generalized question.

    Will I have to purchase an external hard drive?  I saved the back.tly file to a memory stick BUT Element 13 said it was not a supporedt file when I tried to import it.  It will take 39 CD's to manually back up.  Am I missing something?  I really only want the current catalog, as I have deleted unwanted photos from there and now made sure ALL were tagged with keywords.

    I believe you can do it via Bridge CS or CC. From the Keywords Panel menu, choose Export, then Import on Bridge's Keyword panel in the target computer.
    Back-ups Bridge CS6 - Collections, keywords etc.
    Photoshop would then pick up on it.

    What a bad idea pasting an image into Indesign instead of placing it is.
    I would recommend writing an X4 pdf without downsampling and compression and opening that pdf in Photoshop (but set to »Images« instead of »Pages«).
    And if the image is unprofiled Edit > Assign Profile with the indd’s profile before converting it to RGB.

    Old PC crashed but I can operate in safe mode and get to files. Elements 7 won't open, though.     Being able to retrieve media files is a good thing, but what would be still better is to find the catalog itself where the database and accessory catalog files are stored.
    If you can do a search for a 'catalog.pse7db' file (probably hidden in explorer, you could be able to retrieve everything.
    The process would be to copy the media files in the exact same folders as the original, and to copy the whole folder containing the catalog somewhere on the new computer. From PSE9 you could open the organizer and use the catalog manager to convert the old catalog : you'll have to navigate to the folder where you have copied the catalog.
    Tell us if you need more details.
    Edit:
    Another way would be to install the old drive in an external USB housing : if the procedure stated above is not adequate, that could be worth a try.

    I'm moving an internal hard drive from an old computer to a new computer.  (My new compute runs Windows 8.1) How do I transfer the catalog data to my new computer so the Organizer of Photoshop Elements 6 will find the data on the hard that has been moved to the new computer?  Is this possible or do I have to use the procedure of copying the catalog along with the photos to a back up hard drive and then restore them on the new computer?

    The 'normal' procedure is to do a PSE organizer backup (not a copy or a backup from external tools) to an external drive, then a restore to the new location.
    The advantage is that you have a backup of both catalog and media files and you don't have all disconnected files, which would happen with external backup tools. Also, if you restore with a more recent elements version, the catalog will be automatically updated to the new format.
    The drawback in your situation is that you'll have either to overwrite all your files or restore to a custom location, creating a duplicate photo library (which supposes you have enough free space).
    It would be possible to simply use the organizer in the old PC to move the catalog to a new 'custom' folder just under your C: root drive. The catalog would be accessible once the drive will be installed in the new PC. Then you would have all files 'disconnected' due to the fact that all your media files are now on a drive with a different letter. Reconnecting a whole library is a hard job with PSE6, less so with PSE11/PSE12.
    If the idea of fiddling with the sqlite database with external sqlite manager tools is ok for you, I can describe the process more in detail. You only copy your catalog folder (as suggested above) to another location. Instead of trying the 'reconnection' way, you install the sqlite utility on the new computer. When the old drive is installed in the new computer, you simply edit a given record in the catalog database, catalog.psedb, and start the organizer with your copied catalog by simply double clicking the 'catalog.psedb' file.
    Even if the last solution is much, much quicker, I would still create a new PSE backup : you have never too much safety .
