How do I transfer non purchases from Nano to PC?

Lost PC and all my music from CD's that I uploaded to my iTunes library is gone. I have a Nano with all the music and playlists and I want to get from the Nano back into my iTunes account. How do I do this?

If you don't have a backup of your content then you will need to find a third-party program that can copy them off the iPod and onto your computer - iTunes itself can only copy iTunes purchases back. There is this old post from nearly 2 years ago that mentions some programs that were around at the time - whether they still exist and/or work I don't know

Back when I had to do something like that, I used Copytrans, http://www.copytrans.net/. You might see if they are what you want.
At worst, you could open the ipod classic in disk mode, locate the music files, copy them to your hard disk (they won't have good names), and just add them to your library. You'll probably lose play counts and *s with that approach, but it should work.

Unless you're able to restore them from the hard drive, you'll need to either do so from a backup or reload them from the original source.

Most of this music is from CDs that I exported to iTunes on the Dell but no longer have the CDs. Is there a way to transfer this music to my new MacBook Pro? I don't really want to keep ALL of the music so it would be best if I can choose artists/albums to transfer.

If you don't want to keep all the music the best way is to simply drag the media you want to keep from the PC iTunes window to a flash drive and then add it to iTunes on the Mac. Hopefully the music isn't stored in WMA format because iTunes on a Mac cannot read that at all, and hopefully it isn't stored as WAV because it will lose all its labels during the transfer using this particular method.
There could potentially be issues with losing artwork too depending upon how the file artwork was initially added.

Due to a recent security breach not if my doing a user stole my apple id and needed to change appleid account. Now as a result i've lost all purchased apps from the itune store. I would like to transfer apps from one apple id to another without incurring additional costs. With sufficient information in direct contact with the store I should be able to transferable within the software or at very least with the itune store direct. Perhaps this is a way of charging additional costs for same programs?

You can't transfer iTunes content from one account to another. If someone had obtained access to your account credentials and you've had the account locked that should not affect the current authorizations on your computer, though it will prevent you from updating apps until you have resolved the issue. Rather than creating a new AppleID what you should do is regain control of your original Apple ID and have it reenabled with a new password, get, if possible, Apple to deauthorize all computers for your account (assuming you don't have 5 so can't do it yourself) then authorize your computers.
