How do I transfer photos from one device to another

I have an iPhone 4S and an iPad 4.
Both have the latest version of iOS.
Both are connected to iCloud using the same account.
If you go to Settings > iCloud > Photo Stream, both have "My Photo Stream" set to "On."
I would like to be able to take a photo with my iPhone and have it transfer to my iPad. I was under the impression, once connected to wifi, this would happen through iCloud. However, it is not.
What am I doing wrong?

Of course, right after posting this, the image syncs to my iPad. My apologies. I had waited about 5 minutes and nothing had happened.

If you are trying to get all the photos from an old phone to your new phone, you could sync the old phone which would create a backup containing your Camera Roll. Then connect the new phone and follow the prompts to register and name your new phone. You will then be given the choice of restoring data to your new phone from a backup of the old phone. This will replace any existing data on the new phone with the data from the backup so it's really the best option if the other phone is new.
Another option would be to connect the phone to your computer and import your photos to iPhoto or the My Pictures folder. Then you could sync the other phone and under the Photos tab in iTunes you could choose the folders/albums of pictures you want on the phone. They will not be in the Camera Roll, but they will be on the phone.

If you took those photos with the iPad, the easiest way is to use Photo Stream. If you have it activated on the old iPad, just open Photos > Streaming (on your new iPad), press the Edit button, select the photos you want to transfer and transfer them to the new iPad).
If those photos were transferred from a Mac or PC, just connect the new iPad to that PC or Mac and sync it on iTunes, so it will get all the photos

Sort of but its kind of all or nothing for the whole device.
You can restore the iPad from a Touch backup in iTunes but it will overwrite all the information and data on your iPad. You could then re-sort out your iPad but its kind of overkill.
There is no application specific data transfer.

I can give you a few ways to so:
First (and my favorite way) is the one said above. First, on the computer with the photos on it, you have to do is turn on file sharing (go to system preferences, sharing, file sharing) and have both computers on the same network. Second, have the computers you want the photos on, and launch finder. On the sidebar, there should be a "sharing" category, and below it should be the computer with the photos on it. Click on it, and you will be prompted for the computer username and password. It will then show all of the files on your computer. Then, just find the files, copy them (command-C) and paste them to where you want them! (If this confuses you, I can upload a video step-by-step on how to do this).
My second way is to use air drop. To start, Both computers must be on the same network. Then, on the computer with the photos on it select all of the photos you want to send to the other computer (you can select many photos by holding the command key and clicking on photos), right-click (control-click) on the selected photos, find the button share, and click air drop. On the computer you want the photos on, go to air drop on the side bar. You should see the name of the computer on the radar-looking screen. Click your computer. Here's how...
Connect your old Apple device to WiFi and to a power source.

There is more than one way, but to get it all on all devices, connect the first device to iTunes and choose to transfer the music from the device from the file menu. Once everything is in iTunes connect the second device, select the device in the device list, navigate to the music tab and check the content you wish to sync, click apply/sync.
