So my iphoto wasn't working, did the whole delete the plist and make a new library pressing "alt". But now i want to know how i can transfer all my photos into the new library, or some how fix the old library (because i really don't wanna move everything into a new library).

Back Up and try rebuild the library: hold down the command and option (or alt) keys while launching iPhoto. Use the resulting dialogue to rebuild. Choose to Rebuild iPhoto Library Database from automatic backup.
If that fails:
Option 2
Download iPhoto Library Manager and use its rebuild function. This will create a new library based on data in the albumdata.xml file. Not everything will be brought over - no slideshows, books or calendars, for instance - but it should get all your albums and keywords, faces and places back.
Because this process creates an entirely new library and leaves your old one untouched, it is non-destructive, and if you're not happy with the results you can simply return to your old one.

The only way to delete photos from the photo library is by the same way the photos were transferred to your iPhone - via the iTunes sync process.
Are you saying a photo or all photos transferred to your iPhone via the iTunes sync process are duplicated in your iPhone's Photo Library without being duplicated in the folder on your computer where these photos are stored? -

If you are on iTunes 11 on your Mac then you may want to re-enable the left-hand sidebar via View > Show Sidebar, which might make it easier to navigate and may instructions may make more sense.
To sync photos, connect and select your iPad on the left-hand side of your computer's iTunes (if you've enabled the sidebar), and on the right-hand side there should be a series of tabs, one of which should be Photos - if you select that tab you can then select which photo folders to sync to the iPad. There is a bit more info on this page. You will need to sync all the photos that you want on the iPad together in one go as only the most recent photo sync remains on the iPad - synced photos can't be deleted directly on the iPad, instead they are deleted by not including them in the next photo sync.
If you haven't enabled the sidebar, then from your library click 'iPad' at the top right of the screen and you should get a series of buttons along the top of the screen, including one for Photos -

To get photos off of your Mac the solution is to run your iPhoto library (and probably iTunes library) on an external drive. The drive must be formatted Mac OS extended (journaled). Quit iPhoto and drag your iPhoto libeprary to a properly formatted external drive, depress the option key, launch iPhoto and use the select library window to select the new location. Fully test it and then delete the one on the internal drive. Test one more time before emptying the trash. Verify that your back up software is backing up the external drive.

Another way. You can use a USB flash drive & the camera connection kit.
Plug the USB flash drive into your computer & create a new folder titled DCIM. Then put your movie/photo files into the folder. The files must have a filename with exactly 8 characters long (no spaces) plus the file extension (i.e., my-movie.mov).
Now plug the flash drive into the iPad using the camera connection kit. Open the Photos app, the movie/photo files should appear & you can import.

For photos that were originally synced from a computer you will need a third-party app such as Simple Transfer (which has a free lite version called Simple Photo & Video Transfer) which can copy them off via your wifi network. But as photos are 'optimised' when they are synced to the iPad, any that you then copy back to a computer may not be exactly the same as they originally were on your computer. -

Are these photos you took with your old iPhone? If so, import them to your computer (as they should have been in the first place). Once on your computer, synch them to your new iPhone.
