To turn off iMessage, open Messages, go to Messages menu (on the menu bar) > Preferences > Accounts, choose the Apple ID in the sidebar and select Sign Out. You can also unmark your phone number

    Have your husband text the word "stop" to 48369. This should take his number out of the iMessage system.
    Go into your settings under messaging and make sure the box to send as an SMS if iMessage is unavailable is checked.
    Hopefully this will get your messages sending/receiving to each other.

    He can still text you, and turning off iMessage won't stop that.
    Your phone carrier can block #'s  - contact them for the procedure.

    I have added some punctuation and spread out the text to see if I have understood what you were saying.
    The Original Post  was about iMessages from the Mac Messages app.
    Now we are talking about  two people with  an iPhone each.
    You seem to be centered on something being amiss with his set up as you have Reset and Erased his iPhone  (no info on any restore from any backup).
    Can he/could he contact with anyone else before you reset his iPhone ?
    Can he contact anyone else now ?
    If this person cannot contacts anyone from his iPhone it would seem he has not set up the iPhone correctly.
    This may be a simple thing such as not having a Data Contract and therefore having Data Off and not be connected to a Wifi Network either.
    It may be more involved such as there being an issue with his Apple ID.
    If he removes the Apple ID  can he Send from the iPhone Number ?

    You do not see this? Did you ever set up Messages on the iPad? Are you sure that you are not in the next Screen? Do you see a button "Messages" in the upper left corner of the screen thsat you are in? If so, tap it to move back one screen.

    You don't do it in iTunes or with iCloud.  You have to contact Apple support and ask them to unregister your mobile number with iMessage: http://www.apple.com/support/contact/.

    It sounds like you are running an older version of OS X (probably SnowLeopard).  What version of OS X are you running?
    Mavericks is the newest version (10.9), and is a free upgrade.
