How do I turn off private browsing in iOS7.1 on my iPad Air

I looked through the manual and in Support on line. It tells me to go to Settings>Safari> Privacy. I did that and could not find a 'Privacy' button or tab.

That sounds like old information to me. Private Browsing in Safari in iOS 7 is a link you tap in Safari. For information with a screen shot, see:

If Private Browsing is on, the address bar will be dark grey and the Private link till be white text on a blue background. Just tap that again.

As of iOS 7, private browsing is not longer handled in the Settings app, but in Safari directly. The only Settings function for Safari that may impact this would be Block cookies.
Private browsing is turned on and off in Safari using the button in teh lower left of the Safari screen (if you do not see this, tap the + icon in the upper right to pull up an empty tab).
