Your Apple service centre is very good.. they mostly refuse to help in any way.
You need a USB to sata converter cable and power supply or a USB disk holder.. SATA type.. although that is pretty universal now.. they are only a few dollars from most large computer stores or ebay. Plug the usb drive into the computer and copy the contents over to the TC. using ethernet will help btw.. if you only have the air buy a USB to ethernet or Thunderbolt to ethernet (if you have the latest one).. they are available from apple at reasonable prices.

Specifically, this section addresses your exact question:
Deleting backups and turning off Backup for your device
iOS device
Tap Settings, and then tap the iCloud icon.
Tap Storage & Backup.
Tap Manage Storage.
Tap your iOS device in the Backups area.
Tap Delete Backup.
You will be asked to confirm this change. Deleting this backup will also turn off Backup of your iOS device. Choose Delete if you want to turn off Backup and remove all backups for this iOS device from iCloud.

I have a 13" MacBook Pro. For some reason, the fan started running constantly. The fan would audibly turn on within a minute of me starting up my MacBook, and then remain on for the duration of the time that I used the MacBook. When I would "sleep" the MacBook, the fan would finally turn off within a couple minutes of selecting "sleep."
Getting tired of the constantly running fan, I messed with some things in the Settings, and the fan went off. I have no idea what it was that caused the fan to turn off.
Now, no matter how long I'm using my MacBook (sometimes 10 hours at a time), the fan NEVER turns on.
I'm afraid my MacBook will overheat. Any ideas on how to get the fan working properly again?

Please see the bold. If you're out of icloud storage, then you won't be able to backup to icloud unless you purchase more storage, but yet you said you backup to icloud.
If you really did backup to icloud no data would be loss - sounds to me that it didn't backup since you had no more free icloud storage space.

Unless you had enabled Find My iPhone on it before it was lost then there isn't any way to locate it (it can only be turned on directly on the phone, it can't be done remotely). If you did enable it then you could try locating it either via http://icloud.com on a computer or Find My iPhone on another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or Find My iPhone disabled on it.
If you think that it was stolen then you should report it to the police. You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.
