    On/Off turning doesn't solve this Issue.
    The only way for that is a forced restore (that means a restore and will delete all data from die iPod).

    3. Press the Home Button
    4. Put the USB cable in the iPod (still pressing the Home button)
    5. Now the iPod should appear in iTunes > make a restore
