How do I unlock an iPhone that is linked to an apple ID that I do not know?

Bought an iPhone that is linked to an apple ID which the person does not know how to deactivate the account.  How can I get it to work for me?

If the seller is the one who set the lock, send them this link and tell them to follow its instructions.
If the seller is the device's original owner, they can ask Apple to remove the lock.
If neither of these applies, the device is useless to you. Ask the seller for a refund.
