We have an iPad that is used for our media room. Previous "owner" / Employee created the gmail account but has now left and cannot be located. How do activiate the iPad without the previous "owner"?

idk, you need the original receipt that was given with the original purchase. does the receipt for the install have the serial number for that particular iPad?

A valid bill of sales with serial number would be a good start.
Probably a better solution would be have the previous owner check with Apple to find out what his old password was.

What you've run into is the activation lock. Previous owners are supposed to wipe their devices, and to do that they have to enter their apple ID's. If yours wasn't wiped then it was a careless owner, or the dark side is that whomever sold it, it wasn't theirs to sell.
Regardless, what Deggie says is your only recourse. Get your money back or own an unusable brick.

My sister has recently found an iPad 1 WiFi on a bus. To determine the actual owner she had a friend to reset the iPad to factory settings (not sure why though) and now all initial data is lost. Apple Store could not help much, as the iPad was sold by a 3rd party retailer.

Best advice - Turn it in to the local police. Usually if no one claims it after a period of time, it will be yours. And your concious will be clear.

The IT manager in my previous company helped me to set up my iPad initially. I have no contact with that person any longer. Now I have given my iPad to a friend but to set it up for my friend the iPad asks for the INITIAL ID and password of the person setting it up. I don't have this!

You can't do anything. You have a phone you can never use.
Your only option would be to return it to where you bought it and get a refund. Then when you next buy an iPhone, make sure that it has been properly wiped by the previous owner to avoid this situation again.

You can log out of the previous owner's account by tapping on the id in Settings > iTunes & App Stores (Settings > Store on iOS 5 or below) and you can then log in with your account. But if there is any content from the previous owner still on it then that will remain tied to their account (so only their account will be able to download updates to those apps) - you will be better off resetting back to factory defaults (Settings > General > Reset > Erase All Content And Settings) and starting 'as new' with it.

So the trick here is at what point are you getting stuck? You'll know whether or not you can use the device after you've restored it in iTunes. If the previous owner had not removed their iCloud account (or turned off Find My iPhone) before you do this, then the phone is forced into Activation Lock (which you'll likely see after restoring the device, upon setting it up). If this is the case, you either HAVE to contact the previous owner and have them help you type in their password or remove the phone from their iCloud account by logging into iCloud.com, or if you can provide valid proof of purchase you may be able to get support through AppleCare or an Apple Store. Unfortunately, you cannot do very much with your phone unless you get assistance from the previous owner, they should either provide you with the password to unlock it or remove their account from the phone entirely remotely through iCloud.com > Find My Phone. Take it back and get a refund.

But note, if the previous owner turned on Find My in iCloud and has not turned that off you will not be able to do anything with that iPad without the previous owner's Apple ID...there is an Activation Lock as part of iOS 7.0.4 that cannot be bypassed so you have to have that Apple ID and password if it has been turned on.
